Political council of “Nur Otan” party
Ust-Kamenogorsk, April 11, 2009 (Khabar) - In Ust-Kamenogorsk, the members of the party have discussed measures on realization of tasks of the President’s address to the Kazakhstani people. They also have visited the East Kazakhstani State University where they made certain the system of giving of loans and grants is developed well. During the meeting with businessmen the party members have discussed promotion of national commodities at the national market. The most vital issue of irregular congress of “Nur Otan” party was preferential fuel for agricultural producers. Cost of one liter of fuel in Eastern Kazakhsan is one of highest in the country, 60 tenge. Special application was sent to the government on this fact and reply to reduce the price had been already received. The party members are the President’s address to the Kazakhstani people is the guide on overpassing of crisis. The region will reconstruct the roads, schools, hospitals and communications. The party will strictly control the spending of state funds.
Tolegen Ibrayev, chairman of “Nur Otan” party in East Kazakhstani region:
- The title of the address of the head of the state “Through crisis to renewing” says we must renew the system of management. We must increase the state’s participation in economy management to 51% or 90%.
East Kazakhstani State University is a leader on number of candidates for grants receiving. Student Ivan Litvinov will not pay for his studying from now on, as the state gave him bonus 165 000 tenge. Earlier this excellent student had to work, as his mother is a pensioner and there are more children in the family. Ivan Litvinov says about 200 students of his University received such grants. But loans are taken not willingly by students though the state allocated much money for this. Stduetns say they are not satisfied with juridical procedure as rural young people have to go home to take necessary documents. About 200 people study at 4 technical faculties of this University. And only 19 students applied for taking loans. They are embarrassed with pledge and searching of guarantor.

- The state allocated about 15 billion tenge, 40 000 loans but this issue is still rather complicated. And it is necessary to elaborate in details the terms of lending, as it is difficult to take a loan for rural guys and girls. They are afraid of taking loans. That’s why the government and party must think about this.
East Kazakhstani businessmen supported the idea of head of the state about promoting of national goods. Ust-Kamenogorsk has the brand “Our” that sells bakery, dairy products and sausages. The prices for these products are 30% lower than in the shop. The businessmen think it is necessary to support local producers during crisis and then new workplaces will be opened and deductions to the budget will increase.
