Results of socio-economic development for 9 months
Astana, October 20, 2009 (Khabar) - The government has summarized the results of the socio-economic development of the country for 9 months and defined priorities to the end of the year. In general, despite the economic difficulties, the government was able to keep the inflation at bay, avoid the increase in the unemployment level, and economize dozens of billions of tenge of the regional budget to collect record amounts of grain. However, by the end of the year it is necessary to start serious job on the increase in the GDP growth.
Bakhyt Sultanov, minister of Economics and Budget Planning, RK:
- Since the beginning of the year such significant investment projects like locomotive construction factory in Astana, “North- South” electricity line, automobile roads “Atyrau-Beineu” and “Astana-Shuchinsk” are realized. Till the end of the current year the first turn of Koksarai counter- regulator and passengers’ terminal in Aktau will start working. Also we plan to realize several projects on Vasilkov gold deposit development and construction of gold-extracting factory, and the projects in food and construction industries.
The recession in business activity affects the export of Kazakhstan’s products. From the beginning of this year, the amount of export dropped by a half and the amount of import, by a quarter. The Finance Ministry reported that the treasury hasn’t received 106 billion tenge in taxes and customs payments. The income consisted of 4 trillion 821 billion tenge. The amount of unspent funds in the local budget, increased by 52 billion, compared with the same period last year.
Bolat Zhamishev, Finance Minister of RK:
- Law enforcement agencies received 1,630 control documents worth 85.4 billion tenge. They imposed 602 administrative penalties worth 40 million tenge and 4,978 employees of control units were held disciplinary liable. I would like to note that next year we will witness the transmission from the total to point control of units.
Meanwhile, the Regional Employment Strategy showed its effect. As part of the Road Map programme, the country saw the creation of 260 thousand jobs. Also, there are positive development rates in the agricultural sector. This year the country collected 22.7 million tones of grain, which is 32% higher than last year. However, the Agriculture Minister noted the emerging marketing issue.
Akylbek Kurishbayev, Agriculture Minister of RK:
- Currently, the world prices for wheat are low. Also, we can note the increase in wheat production in main importers of Kazakhstan’s grain. This situation has negatively influenced the domestic market. The main traders are not in a rush with the purchasing of grain and adopted a wait-and-see attitude. Because of this situation grain elevators of the main grain growing regions of the country are flooded.
Karim Massimov, Prime Minister of RK:
- I have recently visited Beijing and opened a quota for the purchase of grain. The prime minister of China said that the country is going to purchase as much as we can offer. That is why I would like to ask you for a delegation and tackle this issue as fast as possible.
Together with this, the government adopted the project of the revised budget for 2009-2011. According to specified parameters, this year earnings will consist of 2 trillion 797 billion tenge, which is 40 billion lower, compared with primary calculations. Expenses will amount to about 3 trillion 371 billion tenge and the budget deficit will account for almost 574 billion.
The budget is based on the forecast of world oil prices, which, compared with the primary 40 US dollars for one barrel, reached 58 US dollars for barrel. According to the Ministry of Economy forecast, this year the oil production will increase by 7.3%. In general, the results of the first nine months received satisfactory evaluation.
