Session of anti-corruption council of “Nur Otan”
Astana, October 30, 2009 (Khabar) - Internal affairs organs takes one of the leading places in the people’s rating of the most corrupted state structures. But the policemen have their own opinion on it. Session of “Nur Otan” was dedicated to a discussion of real situation with corruption in police. Police officials search for corrupted workers in their sphere.
Serik Baimaganbetov, minister of Internal Affairs, RK:
- 150 corruption cases were found out this year. 65 among them are bribe taking, 27 officials were judged for it. In absolute figures it seems a lot, and it gives a formal reason to consider our structure as the most corrupted.
However the minister is agree that Internal Affairs department is a leader in corruption. According to Baimaganbetov, more than hundred thousand people work in their organs and there are only two corruption crimes for every thousand of employees. And according to official rating the Ministry of Internal affairs takes 29th place among 47 state organs. But polls show that it is one of the first. According to the head of the Ministry of Internal Affairs, today department takes all measures for counteraction of corruption among policemen, especially employees of road police. Direct contacts to citizens became less, number of stationary posts on roads have reduced to 35 from about two hundred. Instead of them video observation chambers are established. Also number of road policemen has reduced from 12 thousand to 5 thousand. The minister said that bribe taking among policemen has its objective reasons.

- The police is an advance party of struggle against criminality, but their wages are from 23 thousand tenge, no habitation, almost all these questions, naturally, negatively influence a legality condition. Money on wages increase has been provided in the, but the government has not made decision. I would bring up a serious question on increase of wages for special ranks to all employees. I cited the data, we receive several times lower salary for a rank than military men.
One more question which has been raised at session of anti corruption council concerns activity on manufacturing of driver's licenses, logs, the state license plates and service of the automated systems of road police. Since 1995 two limited liability companies "Loton” and “Daba” are engaged in it. However as it was found out rendering of paid services in sphere of safety of traffic is a state body prerogative.

- For these years the company has developed the computer program, it has entered certain states, it has put money for the organization of this work during these 14 years. Therefore, it is natural that to take away this function it is necessary to refund those expenses which they have incurred. It is more than billion tenge needed to return back these functions in traffic police division. And consequently this point is studied now.
Session of the anticorruption council operating at party «Nur Otan» has passed in a mode of a video conferencing with regions. The minister there and then led up all remarks of councilors to subordinates.
Oralbai Abdykarimov, the chairman of republican social council on a fight against corruption at "Nur Otan":
- For internal affairs the openness, a transparency, the society control is necessary. And the measures you were spoken about should continue in openness. But in the material plan, of course, these workers of law-enforcement bodies require a premise, we will attract an attention of the government to the question, but it is necessary to strengthen and the encouragement form because they are really those people who provide our safety.
