Situation on real estate market of Almaty

Almaty, August 03, 2009 (Khabar) - At a meeting in Almaty attendees have discussed such issues as shareholding construction, leased housing, refinancing of mortgage loans and price for flats. The first deputy prime minister of Kazakhstan, Umirzak Shukeyev, is sure that the real estate market of Kazakhstan is experiencing growth. The deputy head of Almaty Viktor Dolzhenkov, noted that in the near future the demand for housing will increase a lot. Next year the construction speed will decrease significantly. Currently, 310 decrees about allocation of plots to constructors were cancelled due to the unsatisfactory financial conditions of companies.

Umirzak Shuleyev, first deputy prime minister of RK:
- Some people are still waiting for the drop in prices for housing. Next year the speed of construction will decrease a lot, since the real estate market becomes smaller. Since the establishment of this programme which was in September 2007, Almaty has seen the construction of 132 houses. Currently, there are only 24 houses left to construct. Companies should inform clients about these figures.

Currently, Almaty witnesses the construction of 53 residential estates but the intensive work is underway only on 28 construction sites. Other units were admitted as problematic ones.

Viktor Dolzhenkov, deputy head of Almaty:
- Currently, we have problems with the construction of 6 housing estates. Shareholders, who invested money in their construction, were cheated, since companies have not got any documents allowing the construction or design specifications and estimates. Several criminal cases were brought before the court and 6 people were sent to prison for a term of 7 to 19 years.

It was reported that according to the shareholding construction programme, constructors must finish 54 houses: 30 in Astana and 24 in Almaty. Umirzak Shukeyev said that two years ago these figures accounted for 450 residential estates. It is planned that by the end of this year, 29 units will be put into exploitation and 4,277 people will receive flats. The rest of the 8 thousand people will celebrate their house warming in the next two years. Also, it was decided to complete the mortgage loans refinancing programme by the 1st of October. The number of applications amounted to 40 thousand and about 30 thousand of them were approved. Banks are to refinance some loans by means of their own funds. The managing director of the “Samruk-Kazyna” National Welfare Fund, Kairat Aitekenov, said that in September it is planned to adopt a law, which will control the order of leased housing provision.
