Social and economic development of Almaty
Almaty, August 05, 2009 (Khabar) - Municipal administration of Almaty has summed up results of six months, heads of departments of economy and budget planning, employment and social programs, healthcare and taxation have reported. The attendees of the meeting have discussed problem of tax gathering, realization of anti-crisis programs and food prices. About 20 000 people received a job according to “Road map” program in Almaty and the republican budget allocated 24 billion 2 million tenge for realization of this program. But city mayor Akhmetzhan Yesimov says they have problems concerning tax gathering. The city treasury doesn’t receive taxes from companies that won tender for the participation in “Road map”.

- Despite numerous instructions of administrators of programs sent to the heads of districts, some enterprises that won tender for large sum are still not registered beyond the bounds of the city. According to tax department, only one company among 23 is registered in Almaty. We are not against of those who registered outside the city, but let’s employ people and our organizations due to our funds.
Department of economy and budget planning says the sum of taxes from realization of anti-crisis program for the sum 103 billion tenge must be over 11,5 billions per year. But treasury received only 1,5 billion tenge during six months.
Akhmetzhan Yesimov, Almaty mayor:
- If to speak about potential taxation load, today’s its size is about 2% from allocated funds. Of course, the volume of work is much but it mustn’t be only 2%. Department of passenger transport of automobile roads and department of construction are behind the list.
Almaty mayor has warned commission on effective using of budget funds will consider every fact of non-realization of duties on anti-crisis programs. As for money for subway construction, it lacks again though this April the President allocated 14 more billion tenge for ending of first line. Kanybek Nurmuhanbetov, acting director of “Department of subway construction” says currently the Ministry of Transport and Communication and Ministry for Finances discuss issue of allocating of additional sum, 4,6 billion tenge. Akhmetzhan Yesimov, Almaty mayor added PM instructed to allocate more 4 billions tenge to end construction of subway the next year.
One more problem of Almaty city is absence of common system of price forming for food products that are bought by budget organizations. Meat, fish, milk are bought for schools and hospitals for different prices and sometimes prices can be compared with prices of expensive super markets. It demonstrates free treatment with budget funds. Akhmetzhan Yesimov said all the departments must work more effectively during the next six months.
