Kostanai, June 03, 2009 (Khabar) - Kostanai has become another city in Kazakhstan where the traffic police have installed photo cameras to control the traffic safety. This device cannot be bribed and operate as many as 8 time more effective than ordinary traffic police officials. It is still a secret how the camera can differentiate digits on a number plate among various symbols and advertisement. The system is almost flawless and its photos do not require appeals.
Inna Kirichenko, administrative department inspector, Kostanai city traffic police:
- In two minutes the data can be processed. Then, we print it out and sent such an envelope to the violator.
Over 5 years, the number of vehicles in the regional centre has increased by 18 thousands which resulted in traffic jams while the solution of traffic violations dropped twofold.
Umirbek Suleimenov, Kostanai Regional Traffic Police Chief:
- The reduction of contacts between traffic police officials and drivers is an-other measure to cut corruption. A photo is unquestionable evidence of a traf-fic violation. An average fine is around 6 thousand tenge. It is quite expensive so drivers will not want to violate rules again.
Since the beginning of this year, 22 people have been killed in traffic accidents with almost 300 injured. Speeding, running a red light and driving in the oncoming traffic are basically the reason for the major share of traffic accidents. Such viola-tions are now spotted by cameras as the total project cost the ministry 80 million tenge.
