FRANCE BOMBS SOLUTION
Turkey was about to agree with Libyan leader Muammar al-Gadhafi on a plan also including "al-Qadhafi's leaving the administration to his son." It has been revealed that France destroyed the solution package by starting to bomb the country.
Ankara took the pulse of Libya regarding the wide-scale package it prepared as it met not only al-Gadhafi's supporters and the opposition. It then shared information with the United States.
Turkey said that it was ready to assist Libya in many issues to pave the way for a democratic process, including fair elections and a contemporary constitution. It proposed al-Gadhafi or his son to join the elections by establishing a party if necessary.
If the plan had not failed, Turkey would probably have set up a mechanism including unbiased international observers. However, France excluded Turkey from Libya plans in the Paris Conference, and made a fait accompli by bombing the country.
TURKISH SUBMARINE AND VESSELS ON ROUTE TO LIBYA
Turkey is joining the mission to enforce arm embargo against Libya with a submarine, four frigates and one auxiliary warship. Two frigates in the Mediterranean, a logistic ship and submarine left for Libya on Wednesday night. They will start their mission after a related motion is passed from the parliament.
HE RECALLED SADDAM
President Abdullah Gul, en route to Accra, Ghana, said there were some circles that regarded their best interests above everything regarding Libya. Gul said, "they have broken Libya's backbone right now. Libya is actually divided. If al-Gadhafi resists in this situation, we may face a worse situation than Iraq."

Turkey will make largest contribution to NATO mission to enforce arms embargo off Libya. Turkey will send four frigates, a submarine and an auxiliary warship to NATO mission that will enforce the arms embargo off Libya. Under the NATO plan, Italy will provide the command and control ship of the naval mission. Canada, Spain, Britain, Greece, Italy and United States will contribute to the mission with one ship each. Three submarines will be sent by Turkey, Spain and Italy. Turkey and Italy will also allocate two auxiliary ships.
CENTRAL BANK'S RADICAL DECISIONS
Turkish Central Bank has kept the overnight borrowing interest rate same at 1.5 percent. Releasing a statement after its Monetary Policy Board meeting on Wednesday, Central Bank said that it also kept the lending interest rate same at 9 percent and one-week repo auction interest rate same at 6.25 percent. The bank said that inflation figures for basic goods would continue to get higher for sometime more and that inflation in the services sector would rise only slightly. A statement by the Central Bank said that in order to enhance financial stability, Turkish lira required reserve ratios have been increased for demand and short-term deposits/participation funds and other liabilities. Turkish lira required reserve ratios have been increased for demand deposits, notice deposits and private current accounts from 12 percent to 15 percent for deposits/participation accounts up to 1-month maturity from 10 percent to 15 percent, for deposits/participation accounts and special fund pools up to 3-month maturity from 9 percent to 13 percent, for deposits/participation accounts and special fund pools up to 6-month maturity from 7 percent to 9 percent, for Liabilities other than deposits/participation funds from 9 percent to 13 percent.
