FRANCE REFUSING TO HAND OVER COMMAND OF LIBYA ACTION
After losing the diplomatic battle with Turkey at NATO, French President Nicolas Sarkozy has rejected to handover to the Alliance the command of the multinational military operation on Libya. Sarkozy first bowed to pressures over NATO's assuming the control after Turkey had convinced the United States over Ankara's demands but on Saturday he took a U-turn and proposed an eleven-country committee that would leave Turkey out. French diplomats have said that France would not participate in a NATO operation.

BABACAN SAYS CENTRAL BANK'S DECISION ON RESERVE REQUIREMENT IS "TIMELY"
Turkish Economy Minister Ali Babacan has expressed support for a decision by the Turkish Central Bank to increase the level of reserves that banks must deposit with the Central Bank, saying however that the move could cause a hike in loan rates. "There are measures that need to be taken on the right time and right spot. Otherwise they would prove useless. And I believe the decision of the Central Bank is utterly timely and it is right on the mark. Most of us did not expect such a move though," Babacan told reporters. Babacan said the increase in reserve requirements might bring an additional cost on banks, which he said in turn would direct the effect on their loan rates.

SECULARISM TO BE RE-DEFINED
The main opposition Republican People's Party (CHP) wants the principle of secularism to be clearly defined in the preamble of the draft new constitution. In its motion, CHP says different definitions of secularism have caused chaos and misunderstandings and says principle of secularism is the main guarantee of democracy and contemporary life. It says, "none of Turkey's problems can be solved by making concessions of principle of secularism."

DINK ALARM AT CANKAYA
Turkish State Inspection Board, which intervened in the case over the assassination of Turkish-Armenian journalist Hrant Dink upon President Abdullah Gul's instruction, has set up an investigation team. Inspectors will meet Dink's family and carry out investigations in Istanbul and Trabzon.

FIRST OWNERS OF ISTANBUL
Excavations carried out within the framework of Marmaray project have revealed remains of first residents of Istanbul. Teams found 8500-year-old two graves in Yenikapi. Experts said the graves were built in a very protective and special way. Archeologists think the graves belonged to some rich people. They also said the bones were in good condition, and the findings would change the history of the city.

THREE CHILDREN KILLED BY NEIGHBOR
Bodies of Dilruba, Ahmet and Turkan, three kids who went missing during the Feast of Ramadan two years ago, were found. They were killed by Ugur Veli G., a neighbor whose door they knocked to get candies during the feast.
