Violation of labor works of Kazakhstani workers
Taraz, June 03, 2009 (Khabar) - Prosecutor’s office of Zhambyl region blamed several companies in gross violation of country’s legislation. These companies employed foreign labor force while hundreds of local specialists were searching for a job in the region. Members of the commission of the state structure that gave permissions to foreign workers are also drawn to the responsibility. The companies needed various building workers, fitters, carpenters and welders for the construction of gas pipeline and cement plant. There are over 100 unemployed people with such professions in the regional database but commission of regional department of employment’s coordination decided their qualification doesn’t answer the demands of the employers and permitted to employ foreign labor force.
The professional schools of the region trained over 500 workers with second and third grades recently. Every year the regional budget allocated tens of million tenge for their training. Regional Prosecutor decided to clear up why the employers take on foreign workers with low qualification instead of our local specialists. The diplomas of Chinese workers were translated from the Chinese language and it turned out their meanings were changed significantly. For example, specialty of one of workers was builder but it was translated as engineer-technologist. The same was with qualification of common workers. The diplomas were translated and registered in Kazakhstani notary's offices and the investigation will reveal was it done knowingly or not. The commission of regional department of employment’s coordination gave permission to work to over 1000 Chinese workers. And 500 of them worked illegally. Decision of their deportation is already taken.

- It also was determined that foreign employers violated labor rights of our citizens. They were employed without concluding of labor treaties. And the employers increased salary of foreign workers to 25% but our Kazakhstani citizens didn’t receive rise in wages.
One more scandalous matter is that hostel for workers was organized in school gym in Shu district due to the permission of local authorities. And workers’ canteen didn’t answer sanitary and epidemiological norms. 36 administrative cases were begun according to the results of inspection of Prosecutor’s office.
