Violations of financial discipline while using of budget funds
Kyzylorda, August 03, 2009 (Khabar) - According to Counting committee on control of using of republican budget, Kyzylorda region spent state funds for the sum 1,5 billion tenge during two last years. It was said the tax department of the region weakly controlled and analyzed reporting documents. And because of this residents of 13 villages were not supplied with drinking water according to “Taza Su” program. And Counting committee says results of tax inspections are low in the region. Common sum of debts on taxes is 367 million tenge by this April. Deductions of oil companies are reduced and regional department of construction transferred 20 million tenge to “SK-Energiya” LLP though the job wasn’t carried out. And sum of non-paid taxes in department of customs control is 254 million tenge. The state lost about 175 million tenge in importing of cars because of absence of documents on customs price. And Raushan Daribayeva, deputy head of department of customs control says all guilty officials will be punished. And lacking sum will be taken from those people who took imported cars into the region. This work is to be ended before October 1.
Besides, draft and estimating documents for over 20 new investment projects for the sum about 230 million tenge is non-demanded in the region because of reducing of financing. These projects will be realized the next year and project of water supply in Zhanakorgan and Shieli districts are also postponed. And villagers of 13 settlements have to pay 1 200 tenge for 3 tonnes of water.
Marhabat Zhaiymbetov, acting mayor of region says first stage of construction of water pipeline is ended by now. And they discuss financing of further work together with Agricultural ministry and committee of water resources.
According to inspection of Counting committee says “Road map” program is carried out not fully and only 4,5 000 workplaces were opened instead of promised 11 000 ones though local specialists present the other statistics.

- According to “Road map” program we should open 19 843 workplaces and we opened 9 939 places by July 30, 92% from all planned workplaces.
The local leadership created the working group according to the results of Counting committee and its main goal is not just concrete revealing of lacking sum of money.

- The tasks of this working group are coordination of all workers who work in this sphere. Of course, they will gather all draft and estimating documents and then select them and send to Agricultural ministry, committee of water resources for financing of new objects.
