Accreditation of health care facilities starts in Kazakhstan

Astana, August 12 2009, Khabar – The accreditation of state medical establishments has started in Kazakhstan. Its aim is to detect strong and weak points of budgetary clinics in order to distribute state orders among hospitals with high level of medical service fairly. The accreditation is being conducted by a special commission which will be guided by standards developed by the Ministry of Public Health during inspecting hospitals and health centers.

Irina Ibragimova, president, Association of independent medical experts:
- The goal of accreditation is to protect the rights of consumers to receive high quality and safe assistance as part of the guaranteed volume of free medical aid. To put it simple, taxpayers have to know that money allocated from the budget for rendering medical assistance will be spent on them for providing high quality and safe care.

Representatives of the committee for control in the area of providing medical services, the administration of sanitary-epidemiological supervision, the pharmaceutical control, as well as specialists of NGO are all members of the expert commission. Internal Audit Services are being created at all state medical institutions which patients can turn to with their complaints. According to committee officials, rules will become tougher after the accreditation and not a single doctor, who works for the state medical establishment will be able to receive payments from patients.

Kydyrbek Andagulov, director of department, Committee for medical services supervision in Almaty:
- After treatment they have to pass registers to the committee. There is an entire department of experts which inspects whether they treated them at all, whether the treatment was correct and for cause. This is the mechanism. Money will be withdrawn from them in case of improper treatment. So, punitive penalties will be applied for the whole team.

Information on inspected health care facilities will be sent to the Ministry of public health where final decisions will be made.
