Development of education and science in Kazakhstan
Astana, April 02, 2009 (Khabar) - Zhanseit Tuymebayev has reported to the head of state about the strategic directions on the education and science development. The main priorities of the programme, which will last until 2020, are the creation of competitive human resources and the development of scientific and innovative system. In order to reach these goals, first of all, it is necessary to provide the country with highly qualified staff and affordable and quality education. By 2020 Kazakh pupils will be able to solve problem issues, work on team, know the English language and have some economic knowledge. The switch to the 12-year education system will be completed as well. Nursultan Nazarbayev was interested in the most crucial issues of local education, including the reduction in the number of universities, and the fulfillment of new schools and nursery schools construction programme.
The Minister for Education also said about the solution to the current lack of nursery schools. He said that 15 hundred nursery schools were built within three years. The President said that this programme should be continued. The most crucial issue amid the world financial crisis is unemployment. Zhanseit Tuymebayev said that the training programme will cover 146.5 thousand people.
Nursultan Nazarbayev, President of RK:
- The main task is training of staff. Young people and adults always must have the possibility to get a new specialty at any time. That’s why we must work in this sphere. Currently we have many Universities but we have no quality. I instructed you to reduce the number of Universities that give useless diplomas.
Zhanseit Tuymebayev, Minister for Education and Science of RK:
- Earlier we had 176 Universities and we closed 32. Now their number is 144 and all 76 regional branches were closed. In general, 178 branches and Universities were closed.
Nursultan Nazarbayev, President of RK:
- In order to make money, universities created a lot of their own branches. They are against the reduction, but despite this, we must firstly think about the future of our youth. We must carefully consider the issue of high-quality universities. In addition, we should take into account the interests of students, who pay for their study. We are basically in need of quality. The high-quality education is a step forward. Also, there is an issue about switching to a 12-year education system. Recently, I examined Finnish experience in Finland and I think that there are other possibilities. The Issue of computerization is important as well.

Kazakhstan was able to outstrip such counties as Japan, Hungary, Germany and the UK.
