Plastic bags banned in Ajman from July
Ajman, Jan 21, 2010, (WAM)- Ajman has banned use of plastic bags in the emirate from July 1, the first emirate to do so in the country.
A municipal order in this regard was issued by Sheikh Rashid bin Humaid Al Nuaimi, Chairman of the Ajman Department of Municipality and Planning, on Monday.
Cloth or jute bags will replace plastic bags. Those flouting the order will face fines up to Dh50,000.
Speaking to Khaleej Times, Khalid Al Hosani, Director of Health and Environment Section at the municipality, said the third article of the order urges all plastic bag importers to contact the municipality to re-register and provide data of their companies which will be included in the records. They must get written approval before importing any type of plastic bags.
The fourth article warns the commercial and industrial establishments against dealing with plastic bag importers who are not approved by the municipality.
The municipality would only allow recyclable plastic bags whose environment specifications are detailed in Article 5.
Such bags must bear stickers showing the name of the establishment and the period specified for recycling the bag.
Article 6 empowers the inspection section to check and enforce the order.
Al Hosani said the municipality will fine importers found flouting the order Dh50,000 and the non-recyclable bags imported into the country will be confiscated.
Commercial and industrial outlets found using plastic bags will be fined up to Dh5,000. The fine will double if the outlet is found flouting the order a second time.
The municipality has granted the importers, and commercial and industrial outlets a grace period of six months to get rid of the stocks of plastic bags they have.
Regarding implementation of the order, Al Hosani said the first step would be regular monitoring of hypermarkets and other retail outlets. “We will also ban plastic bag distributors based in the other emirates from distributing any of them in Ajman’s markets,” Al Hosani said.
“The order will be implemented in phases,” he said. “We will soon organise a meeting with owners of shopping malls, informing them about the objectives of our initiative and when (the ban) will come into force.”
Suggestions will be invited from the owners and they will be given time to use up their stocks of plastic bags. “Mall owners will also be invited to sponsor and be strategic partners in this environment-friendly project,” he said.
The department will list the factories producing plastic bags and the quantity produced, consumed and exported from the country. “We will also list factories producing biodegradable bags,” he added.
