MALAYSIAN GOVT WILL NOT STOP MAKING CHANGES

KUALA LUMPUR, Jan 28 (Bernama) -- The Malaysian government is committed to
continuously making changes through the implementation of the six National Key
Result Areas (NKRAs) until the people experience the improvement in their lives,
Najib Tun Razak said today.

The prime minister said the government was transparent in implementing the
changes because it was aware of the accountability principle as a government.

"The government will not stop until the people can see, touch and experience
the improvement in their lives. God willing, with the commitment of all parties,
we will succeed," he said when launching the Government Transformation Programme
(GTP) Roadmap here.

Among those present were Deputy Prime Minister Muhyiddin Yassin,
former prime minsiters Dr Mahathir Mohamad and Abdullah Ahmad Badawi,
cabinet minsiters and government officers.

Najib said the government was prepared to be assessed by the people on
whether it had fulfilled its promises to them when the time comes.

"In a parliamentary democracy, if the people feel that we cannot fulfil our
promises to them, we are aware of the risks.

"But as a responsible government, we are prepared to be assessed and judged
by the people when the time comes. This is actually our sincere commitment to
the people," he said.

Najib said the government's transparency could be seen from its willingness
to reveal the GTP roadmap report for the people to view and assess the
administration's performance.

He said the implementaion of the GTP and NKRA was a new methodology
introduced by the government in keeping with the change in the environment.

However, this new methodology did not mean that the government of the day
was a new government. Rather, it was drawn up to ensure that the government
could achieve the national objectives, both old and new, including Vision 2020
and the eradication of poverty.

"The early years of independence have witnessed bold, creative and
innovative government measures, especially in the renewal of land through the
opening of Felda, systematic development of rural areas through the operations
room system and red book method, five-year plans and the formulation of economic
policies focused on poverty eradication and equity growth.

"As a result, we achieved commendable socio-economic development. But to
ensure continued success, we should be in the forefront of change and
development. That's why today, if the GTP succeeds, it means that Malaysia has
made a very big change and once again we are in the forefront of change," he
said.

Najib said that to ensure that all the approaches in the government
transformation could be fully realised, the cooperation of everyone, especially
civil servants, was the main pre-condition.

"But I give (you) an assurance that the Chief Secretary to the Government
(Sidek Hassan) and everyone else down right down to the lowest rung are
committed to this government transformation programme.

"The proof is that when I or the ministers went to the (NKRA) laboratory, I
saw the government officers working there showing extraordinary spirit. Some
explained in detail, non-stop, and said that they had meetings until 5am,
something that has never happened before, he said,to applause from the audience.

The prime minister reminded the civil servants, as the leaders in the
government transformation programme, to use the 'big and bold' approach in
implementing the programmes under the NKRA.

"If done in an incremental manner, the people will not said the 'big and
bold' but when the two Bs are used, the people will feel that there will be a
big and meaningful change to the country's socio-economy," he said.

The GTP roadmap is documented in 261-page, 37-page and 20-page books as well
as compact disc.
