Vietnam, EU concludes first round of PCA negotiations

Hanoi (VNA) - Vietnam and the European Union (EU) have completed their first round of negotiations on the framework Partnership and Cooperation Agreement (PCA) in Brussels, Belgium.

The Vietnamese delegation to the June 17-18 negotiations was led by
Foreign Minister Assistant Doan Xuan Hung and the European Union delegation
was headed by Deputy Director General for External Relations of the European
Commission Joao Aguiar Machado.

Vietnam and the EU discussed the content of the PCA in the spirit of
friendship and mutual understanding and pledged to promote bilateral trade
ties to serve mutual development.

The EU committed to assisting Vietnam in narrowing the development gap
among regions, reducing poverty and promoting sustainable development.

In-depth discussions were held on cooperating to settle global issues such
as anti-proliferation of weapons of mass destruction, the Roma regulation on
the International Criminal Court, anti-terrorism and migration management.

The two sides also discussed the upgrade of the Trade and Investment and
Development Cooperation Working Groups into the Trade and Investment and
Development Cooperation Sub-Committees to raise efficiency of operations.

They agreed to set up the Science-Technology Cooperation Sub-Committee,
devise national food hygiene control programme and carry out educational
cooperation.

They also agreed to Vietnam 's participation in the EU's Bologne
education and training process.

They were unanimous in the structure of the PCA to create foundations for
the next round of negotiations and understand better their points of views
on orientations of the Vietnam-EU relations and each content of cooperation
in the agreement.

Both sides agreed to hold the second round of negotiations in Hanoi ,
Vietnam , in September 2008.

PCA is a comprehensive agreement on bilateral and multilateral cooperation
ranging from politics, economics, trade, investment, justice, culture,
education, science-technology, healthcare, agriculture, tourism, energy and
traffic to environment.

The agreement reflects the spirit of the Vietnam-EU joint communiqué
during EC President Jode Manuel Barroso's visit to Vietnam in November
2007. It reaffirmed the traditional friendship and the historical, political
and economic relationship which attaches Vietnam and the EU.

The negotiations of the PCA to replace the 1995 framework agreement
reflect Vietnam and the EU's desire and determination to build a stable
and long-term cooperation framework which permits both sides to bring their
relationship to a new level.-Enditem
