Putin to chair meeting of govt commission for regional development.



MOSCOW, February 8 (Itar-Tass) -- Russian Prime Minister Vladimir
Putin will arrive in Ufa on Monday to chair a meeting of the governmental
commission for regional development, which will focus on the development
of information technologies in constituent territories of the Russian
Federation.

First Deputy Prime Minister Igor Shuvalov, Vice-Premiers Sergei
Ivanov, Dmitry Kozak, Sergei Sobyanin, members of the government, the
chiefs of specific ministries and agencies, as well as the chief
executives of regions and municipal entities will participate in the
commission meeting, the government press service reported.
The development strategy of the information society in the Russian
Federation that the Russian president approved on February 7, 2008 sets as
one of the priorities higher efficiency of the state management, better
cooperation between the civil society and business with the state
authorities, a higher quality and quicker provision of the state services.
One of the main components of the strategy is the concept of forming
the Russian electronic government, which pursues the goal of a higher
quality and an easier access to the state services, a simpler procedure
and a shorter period of providing the services, lower administrative
costs, as well as the introduction of the common standards of services and
a higher quality of administrative management.
Since most state services are provided, as well as the state functions
in such socially important spheres, as education, health care and social
security are performed at regional and municipal levels, the regional
informatization process and the transition from informatization of
separate types of activities to the comprehensive information development
of regions are becoming particularly topical.
In most Russian constituent territories the Internet portals were
created to provide the official information about the work of the state
authorities and state purchases. The agencies and structures, which are in
charge of the informatization in the regions and the transition of the
state services in the electronic form, were determined. Regional
information systems are being created. In several federal constituent
territories complex solutions are under development to embrace the
informatization of all spheres of the work of regional authorities and the
whole scope of the state services.
In Ufa the prime minister will familiarize with the possibilities of
the Bashkortostan social card project, particularly its practical use in
health care and public transport.
Putin will also visit the Ufa transformer works, which is the largest
similar enterprise in Europe. The plant belongs to the major multi-profile
holding "Elektrozavod", which incorporates scientific and production
centers in Moscow, Ufa and the Ukrainian Zaporozhye region. Currently the
first production line of a future industrial giant is being adjusted.

.Ukraine CEC to announce final election results before February 17.

KIEV, February 8 (Itar-Tass) -- The Ukrainian Central Election
Commission (CEC) will announce the final results of the presidential
elections before February 17. "February 17, 2010 is the deadline," First
Deputy Chairman of the Ukrainian CEC Andrei Magera told reporters on
Monday.
"Let's see how district committees will count the votes and how
territorial committees will work," he added. "There were some violations"
in the voting, he said. "Meanwhile, unfortunately the court cancelled
quite many decisions made by the Central Election Commission. In general,
there is enough nuances," Magera noted.
After 81.02% of electronic protocols from the district election
committees had been counted Viktor Yanukovich gained 48.61% of votes and
Yulia Timoshenko - 45.72%.

.Three suspects in murder of 7 businessmen in Buryatia arrested.

ULAN-UDE, February 8 (Itar-Tass) -- Three suspects in the murder of
seven businessmen in Buryatia were arrested.
"Three suspects were arrested. Accusations were brought against them.
The fourth woman suspect is under recognizance not to leave the city. Her
role in the crime is being specified. The murder weapons were found - a
rifle and two knives," senior assistant chief of the Buryatia
investigation department of the Prosecutor General's Office Investigation
Committee (SKP) Olga Ivanova told Itar-Tass on Monday.
"The suspects are giving the confession testimony that coincide," the
deputy chief of the Buryatia SKP investigation department, Sergei Bazarov,
told a press briefing in Ulan-Ude on February 5. "A woman and two
adolescents are among the four detained suspects. However, they are not
school students, as was reported in the media," Bazarov noted.
Three suspects were participating in the murder. One of them
masterminded the crime back in the previous year. A secluded ravine was
chosen for the armed attack near the Zakamensk-Ulan-Ude highway. The
ravine was not seen from the road. "Thanks to the efficient efforts of
detectives from the SKP investigation department, the Interior Ministry
and the Federal Security Service we succeeded to trace them down," Bazarov
said.
The detectives found out that the murder was motivated by sordid
reasons and by the striving to eliminate the rivals on the local market of
the international passenger traffic.
On February 2, seven businessmen were found dead, 300 meters away from
the Zakamensk-Petropavlovka highway in the Dzhidinsky district. The
businessmen left Zakamensk for commercial purposes in Irkutsk. All dead
businessmen had gunshot and knife wounds. The bandits were well-informed
about the route, which the businessmen had taken, and about the schedule
of their trips, the detectives believed.
