Dagestan lawmakers to vote on nominee for republic's president.

MAKHACHKALA, February 10 (Itar-Tass) - Dagestan legislators on
Wednesday will vote on Magomedsalam Magomedov, nominated by the head of Russian state for the republic's president.

Russian President Dmitry Medvedev nominated Magomedsalam Magomedov for
Dagestan president on February 8.
Dagestan's incumbent leader is Mukhu Aliyev. His term in office
expires in February. Aliyev has been Dagestan's president since February
2006.
On November 19, 2009, United Russia, as the party which has a majority
in the regional parliament, submitted a list of candidates for Dagestan
president to the Russian president. The list included incumbent Dagestan
leader Mukhu Aliyev, Dagestan's Deputy Prime Minister Magomed Abdullayev,
advisor to Federation Council speaker Magomed Magomedov, regional
parliament speaker Magomedsalam Magomedov, and head of the department of
the Federal Treasury for Dagestan Saigidgusein Magomedov.
Earlier, head of United Russia's Central Executive Committee Andrei
Vorobyov said Dmitry Medvedev, in selecting a candidate for Dagestan
president, "took into account in the first place his capability to change
life for the better in the republic, promote and implement economic
projects and combat terrorism and unemployment."
Magomedsalam Magomedov, 46, is a native of Dagestan. He has higher
education, and holds the degree of doctor of sciences in economics.
Following are the benchmarks in his carrier:
1981-1986 - student of the Dagestan State University
1986-1990 - intern/researcher, post-graduate at the Plekhanov Moscow
Institute of National Economy
1991-2001 - teacher, senior lecturer, assistant professor, deputy dean
of the department of economics and sociology of labor at the Dagestan
State University.
2001-2006 - head of the Dagestan government's working group on
developing the Dagestan sector of the Caspian Sea shelf
2006-2007 - chairman of Dagestan's National Assembly.


.Russia foreign minister to visit Cuba, Nicaragua, Guatemala, Mexico.

MOSCOW, February 10 (Itar-Tass) - Russian Foreign Minister Sergei
Lavrov leaves on a Latin American tour on Wednesday, during which he will
visit Cuba, Nicaragua, Guatemala, and Mexico.
On February 11-13, Lavrov will hold talks with the Cuban leadership.
He is expected to attend the 19th Havana International Book Fair,
spokesman for the Russian Foreign Ministry Andrei Nesterenko said.
"Russia regards Cuba as the key partner in the Latin American region.
The bilateral political dialogue at high and top levels is regular and
trusting.
"Forthcoming negotiations will focus on more intensive and diversified
Russian-Cuban trade-economic and financial-investment ties, the promotion
of large joint cooperation projects in electric power generation,
production of fuels, transport infrastructure, biopharmaceuticals and high
technologies," Nesterenko said.
Russian-Cuban trade is worth around 260 million dollars, which "does
not match the existing potential of our countries," according to the
spokesman.
In Nicaragua, Sergei Lavrov will discuss ways to boost economic
cooperation. An agreement has been reached on the resumption of work of
the Russian trade mission in Nicaragua.
"There's been headway in the development of bilateral technological
cooperation. The first stage of the project to deploy a 4th generation
wireless network in Nicaragua has been completed; and Yota Nicaragua, a
Russian-Nicaraguan joint venture, has been set up," Nesterenko said.
"The bilateral legal and contractual basis is strengthening. The two
countries signed an intergovernmental agreement on visa-free travel for
Russian and Nicaraguan citizens, and an agreement on cooperation in
fisheries is ready for singing.
In the course of Lavrov's visit, Russia and Nicaragua are expected to
sign an agreement on mutual protection of confidential information.
On February 15, the Russian minister will visit Guatemala, where he
will sign an agreement on combating the illegal turnover of drugs. Aside
form drug-trafficking, the parties will consider the prospect for stepping
up cooperation in trade and economy and the humanitarian field, and
exchange opinions on a broad range of international and regional issues.
Mexico will be the last country on Lavrov's Latin American tour. On
February 15-16, he will discuss with the Mexican leader the prospects for
stepping up bilateral cooperation. Lavrov will visit the country on the
jubilee year marking the 120th anniversary of establishing Russian-Mexican
relations.
"The upcoming negotiations will focus on bilateral trade and economic
relations, which have stalled recently in the conditions of the global
economic crisis," the diplomat said. "The priority tasks at the current
stage are to increase and diversify trade, seek new progressive forms of
mutually beneficial cooperation, particularly in the energy, oil and gas
industries, and eliminate the artificial barriers hampering the trade,"
Nesterenko said.
