PRESIDENT MEETS GOVERNORS

Ulaanbaatar, /MONTSAME/ On Wednesday, the President Elbegdorj convened the city's Mayor, governors of some aimags and other officials to consider present time situation. After reports on the overwintering and the zud, the State Head and governors discussed opinions and initiatives to implement a new policy in agriculture and livestock husbandry.
Authorities of aimags and the city underlined a requirement to update the laws on management and financing of the state structure and on territorial units and their leadership saying this law exaggerates interest of expenditure instead of making saving. They also said it is important to increase the fiscal power of local leaders. According to the Governor of Selenge aimag J.Erdenebat, a management is required in balancing a number of livestock and population in times of shortage of pastures. He said that both private and state-owned companies ought to be provided with equal opportunities in terms of tax and finance.
Khovsgol aimag's governor L.Tserenjav pointed out that the law on budget has many faults. He also criticized the law on elections. A head of the Citizens' Representative Khural of Ovorkhangai province I.Dorjsuren underlined a requirement to have a monitoring system for controlling over enterprisers selected at tenders.
Head of the Citizens' Representative Khural of Dundgobi aimag Ts.Mongontsooj informed that programs of local good governance implemented by the UN and the WB are being realized successfully in localities, but added that the local authorities do not have power to tackle small matters.
The President promised to order related officials to solve the above problems and suggested the gathered to work with a responsibility.
