STANDING COMMITTEE ON BUDGET REPORT
Ulaanbaatar, /MONTSAME/ "Our committee has run 20 meetings to discuss 37 issues, a presence of the members varied from 52.3 to 95 percent," began the parliament Standing committee on budget when reporting on its woks done during the autumn session Thursday.
In other words, the agenda consisted of 19 laws and 18 parliamentary law drafts. The committee received 355 official letters and 230 petitons and complaints from state institutions, non-governmental organizations, citizens and voters. The responces were given timely.
The discussed were a bill on a budget of 2010, on social insurance budget of 2010, on Human development fund (HDF)budget of 2010, documents about transferring 116.3 billion togrog, reflected as income in the bill of the state budget of 2010, to the Human development fund and collecting in it 133.9 billion togrog; transferring a 212.7 billion togrog prepayment for Oyu Tolgoi project to the HDF as the capital resource in order to finance from it 334.9 billion togrog various measures in 2010.
The Standing committee estimated that in the social insurance fund accumulated will be this fiscal year 381.3 billion togrog, expenditure of social insurance funds will be 490.9 billion togrog. When discussing the budget druft, the committee resolved that Mongolia's revenue of the year 2010 will be 2,426.8 billion togrog, its expenditure 2,785.4 billion togrog, thus profit of current balance will be 228.7 billion, loss--358.6 billion, not exceeding five percent of GDP.
Òhe committee got au faut with ways the loans are given received from foreign countries and international monetary institutions, how loans issued from the state budget are reimbursed. The committee intends to unite all the decisions and conclusions and to consider them within first of March this year.
The committee had a Minister of Finance report on "Realization of criteria and programs jointly implemented with International monetary fund, World bank and Asian development bank", and ordered him to create a debts register united governing structure in order to refine the loans register and calculation structure.
