Tajikistan election legislation meets democratic standards -expert
MOSCOW, February 26 (Itar-Tass) - The analysis of Tajikistan's
election legislation proved that it "meets provisions of the Convention on
the Standards of Democratic Elections, Electoral Rights and Freedoms in
the CIS, the head of the CIS Executive Committee, Sergei Lebedev, told
Itar-Tass on Friday before his departure to Tajikistan.
On February 28, Tajikistan will hold the elections to the lower house
of the national parliament.
He noted that the authorities of the Central Asian Republic invited
the CIS Executive Committee to monitor the elections and the CIS Observer
Mission has already begun its work.
"The mission's headquarters has been coordinating observers'
activities in Dushanbe since February 4. It controls the stages of the
election campaign, collects and analyses materials on how the election
process proceeds, ensures legal examination of the election campaign and
media monitoring and meets with representatives of political parties,"
Lebedev said.
"The republic's election commissions of all levels were created in
compliance with the legislation," he said.
"Tajikistan's political parties have no claims to the nomination or
registration of candidates to the parliamentary seats on party lists or on
single member constituencies. Political parties and candidates to the
parliamentary seats have equal opportunities for meeting with voters or
placing propaganda materials in the media sources," Lebedev said.
The CIS Observer Mission in Tajikistan consists of 158 people from
Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Uzbekistan,
the CIS Interparliamentary Assembly, the Parliamentary Assembly Council of
the Russia-Belarus Union and the CIS Executive Committee.
"The mission includes parliamentarians, diplomats, representatives of
election commissions and bodies of executive power of all levels," Lebedev
said adding that he heads the mission.
"We plan to visit district election commissions and polling station
commissions. We also plan to meet with heads of the bodies responsible for
considering claims related to the violation of the election legislation,"
he said.
The CIS Observer Mission is expected to make a statement at a news
conference after the election on March 1.
