Russian ministries consider zero taxes for innovation sectors.

MOSCOW, March 4 (Itar-Tass) -- The Ministry of Economic Development and the Finance Ministry are studying the possibility of introducing zero taxes for certain innovation activities, Minister of Economic Development Elvira Nabiullina said on Wednesday.

"We believe this is a very important measure for giving a chance to
innovation projects that otherwise would not be implemented," she said.
"There can be concern over a revenue shortfall, but it's relative :
because we have no certain innovation sector or their share is small. And
for them to emerge, we have to give them considerable tax benefits," the
minister said.

.GAZ Group may make deal with big foreign partner.

MOSCOW, March 4 (Itar-Tass) -- Russia's carmaker GAZ Group may form a
strategic alliance with a big foreign partner, a government official said
on Wednesday.
"I do not rule out that GAZ may create an alliance in the future," he
said, but did not name a possible partner.
The company may follow the suit of AVTOVAZ and Sollers that have
teamed up with Renault-Nissan and Fiat respectively.
GAZ Group is one of the biggest Russian producers of commercial motor
vehicles as well as construction and road machinery.

.Ministry drafts proposals to reorganise ROSNANO into joint stock
company.

MOSCOW, March 4 (Itar-Tass) -- The Ministry of Economic Development is
drafting proposals for the reorganisation of state-owned corporation
ROSNANO into a joint stock company, Minister of Economic Development
Elvira Nabiullina said on Wednesday.
She said the draft law on the reorganisation of state-owned
corporations was in a high degree of readiness. It calls for "improving
internal corporate procedures irrespective of whether a corporation is
reorganised or not".
"This concerns the adoption of decisions on transactions, the use of
certain restrictions applicable to civil servants for the employees of
state-owned corporations, and the linking of their salaries to the
performance of their corporations," she said.

.US-Russian poultry talks may resume this week.

WASHINGTON, March 4 (Itar-Tass) -- U.S.-Russian talks on poultry
supplies to Russia may resume this week, Ambassador Ronald Kirk, United
States Trade Representative, said on Wednesday.
He said U.S. high-ranking officials visited Russia in January and
would fly to Moscow again this week.
The ambassador expressed concern about Russia's actions, unjustified
in his opinion, to close its market not only to U.S. poultry but also to
U.S. beef.
He said the U.S. was in a difficult situation because Russia is not a
member of the World Trade Organisation and it is impossible to take a
dispute to an independent court.
On January 1, 2010, Russia banned U.S. chlorine-treated poultry
imports claiming they did not meet national standards. The ban may cause
substantial financial losses for American farmers.

.RF, China receive Sextet's proposals on harsher sanctions against
Iran.

UNITED NATIONS, March 4 (Itar-Tass) -- Western members of the Sextet
have provided the delegations of Russia and China with their proposals
regarding harsher sanctions against Iran.
A diplomatic source at the U.N. Headquarters said on Wednesday that
the proposals included additional measures against members of the Islamic
Revolution Guards Corps, as well as harsher sanctions in the fields of sea
transportation, banking and insurance.
Russian Permanent Representative to the U.N. Vitaly Churkin said
earlier this week that opportunities for the talks with Iran were still
open.

.Syria, Azerbaijan plan to sign long-term gas supply agreement.

BEIRUT, March 4 (Itar-Tass) -- Syria and Azerbaijan on Wednesday
signed a memorandum of understanding thus confirming their plans to make a
long-term agreement on natural gas supplies.
The document became the main result of the talks between Syrian
Minister of Petroleum and Mineral Resources Sufian al-Allao and visiting
Azerbaijani Industry and Energy Minister Natek Aliyev.
The agreement on the supply of 1.5 billion cubic metres of natural gas
to Syria was reached during Syrian President Bashar al-Assad's visit to
Azerbaijan in July 2009.

.Banker says no new waves of crisis should be expected.

MOSCOW, March 4 (Itar-Tass) --The Russian government is beginning to
wind down its anti-crisis programme, Central Bank First Deputy Chairman
Alexei Ulyukayev said.
"Yes, we are giving them up," Ulyukayev told the Izvestia daily
published on Wednesday. "We are between a rock and a hard place: we can't
go too fast, but nor can we delay things. An immediate termination of
support will cause the fragile economic growth to choke. Too long a delay
will create new bubbles. The Russian Central Bank disavows primarily
'exotic', extraordinary decisions that were prompted by extraordinary
circumstances," he said.
The banker believes that there will be no new waves of the economic
crisis, but "there will be a long period of volatility, instability and
fluctuations on the financial and monetary markets, in the budgets, and in
growth factors : There are and there will be problems, but each time there
will be new problems".
