Medvedev to chair meeting on fuel and energy sector modernisation.
GORKI, March 4 (Itar-Tass) -- President Dmitry Medvedev will chair a
meeting of the commission on the modernisation of the fuel and energy
sector shortly.
Speaking at meeting with Vice Prime Minister Igor Sechin on Wednesday,
Medvedev said the agreement to hold the meeting had been reached in Omsk
where questions of the fuel and energy sector were discussed. "We agreed
to continue the discussion of energy efficiency in the fuel and energy
sector, and such a meeting will be held shortly," he said.
"We are preparing a meeting of the commission for modernisation and
hope that we will have an opportunity to report our proposals in March,"
Sechin said, adding, "The fuel and energy sector is both a supplier and a
big consumer."
"But it could consume better," Medvedev noted.
"We hope that we will have a chance to show new technologies used by
our companies and, if we can travel to the site, we will show how they
work," Sechin replied.
"Modern stations work within the range of about 60-62 percent of
efficiency. Existing stations use obsolete technologies and show an
efficiency rate of about 30-35 percent. This is one of the major tasks
facing us in light of your decree [on energy efficiency]," Sechin said.
Medvedev recalled that the decree had been signed in 2008. "We should
lay the foundation for moving further towards the figure stated in the
decree and increasing the energy efficiency of our economy by 40 percent
by 2020. This is why we made the decisions and adopted the law on energy
efficiency despite the well-known resistance," the president said.
"A legal framework has already been created, but if something else is
needed, I will be ready to consider it," he added.
Medvedev said earlier that the country's energy efficiency could be
raised by 40 percent, but this will require "serious efforts, not
paperwork".
"The situation regarding Russia's energy efficiency is depressing.
Russia's energy intensity, the energy to GDP ratio exceeds that of
industrialised countries many-fold, while heat losses are higher than 50
percent," Medvedev said.
He recalled that one of his first decrees addressed the task of
increasing energy efficiency by 40 percent.
Medvedev said earlier that energy saving in Russia would require not
only organisational and economic measures but also new mentality.
