DPRK is ready for both dialogue and war--ForMin official.



PYONGYANG, March 9 (Itar-Tass) - The United States and South Korea on
Monday launched large-scale joint exercises codenamed Key Resolve/ Foal
Eagle 2010 "despite concern among the international public and repeated
warnings on the part of the Democratic People's Republic of Korea (DPRK),"
a Foreign Ministry official has told journalists here.

The Ministry official said the exercises were launched at a time when
the government of the DPRK put forward an important proposal with a view
to achieving lasting peace on the Korean Peninsula. Therefore, he pointed
out, the decision to start the Key Resolve/Foal Eagle 2010 exercises
should be viewed as a "provocation designed to frustrate the
denuclearization process on the Korean Peninsula".
The Foreign Ministry official considers that despite the White House
administration changeover, the USA still maintains a hostile attitude with
regard to the DPRK". In so doing Washington makes use of all means it has
available, including a military threat and economic sanctions, in order
"to undermine the DPRK's existing system chosen by the people". "The
position-of-strength policy cannot combine with a dialogue on the basis of
equality," the diplomat emphasized.
Pyongyang believes that without concluding a peace treaty on the
Korean Peninsula it is impossible to achieve relaxation of military
tension and denuclearization. "The DPRK is ready for both a dialogue and a
war and will increase its nuclear deterrent forces as long as the threat
on the part of the USA keeps on," the Ministry official said.
Earlier the DPRK Foreign Ministry had suggested starting talks on the
signing of a peace treaty which would formally put an end to the Korean
War of 1950-'53, by replacing the Armistice Agreement which is still in
effect. Such a document (peace treaty), in Pyongyang's view, would promote
"the establishment of trust" between the DPRK and the US. Foreign Ministry
analysts stressed that it would be possible to hold respective
consultations both in a separate format and within the framework of the
six-country talks on Korean Peninsula denuclearization.
At the same time Pyongyang stipulated its return to the negotiating
table at the six-sided consultations by abrogation of sanctions against
the republic.

.Chukotka begins to sell air tickets to people under 23.

ANADYR, March 9 (Itar-Tass) - The sale of preferential air tickets for
flights along the route Anadyr-Moscow-Anadyr has been started on the
Chukotka Peninsula. This is provided for by a contract, signed between the
Transaero Company and the Rosaviatsiya (Federal Air Transport Service),
for the transportaiton of Far Eastern passengers in 2010 according to
special subsidized tariffs.
Just as was the case last year, Far East people under 23 and over 60
years of age will be able to buy preferential tickets within a period
from April 1 to October 31. For the benefit of inhabitants of the Chukotka
Peninsula, Transaero offers them the use of the privilege for flights
along the Anadyr-Moscow-Anadyr air route.
An official at the Chukotka Air Transportation Agency has told
Itar-Tass that a single ticket will cost this bracket of passengers 9,100
roubles, whereas an ordinary ticket for economy class in summer will cost
from 13,100 to 39, 315 roubles,
