Putin to meet United Russia faction in State Duma on Sunday

MOSCOW, June 29 (Itar-Tass) - Prime Minister Vladimir Putin will meet the United Russia faction in the Russian State Duma on Sunday. The faction has 315 members and controls 70% of votes in the lower chamber of the Russian Federal Assembly (parliament).
The prime minister who agreed to head the party in April, promised to hold such a meeting a few weeks ago when he invited the party leaders to his residence in Novo-Ogaryovo.
The Russian State Duma is not a new place for Putin. He has met United Russia deputies there two times. In 2004, the conversation dwelt predominantly on political issues, such as a new procedure for electing governors of Russian regions, proportional representation system in parliamentary elections, the creation of big political parties and the Public Chamber. All those novelties were later introduced in the Russian political life.
In 2006, Putin and deputies from the United Russia party shifted their emphasis to social and economic issues, including national projects, mother's capital and the involvement of young people in party work.
This time, the subject will apparently be interactions between the
party and the authorities, the party and the government. At his meeting with the United Russia party leaders earlier in June, Putin said the party should become a link between Russian citizens and power structures. "I would like the United Russia to become a link between citizens and power structures, particularly the government. I think that's the main reason behind the creation of such big public structures.
Putin officially headed United Russia on May 7 when his presidential term officially expired. The next day, the United Russia party together with the other parties of parliamentary majority approved Putin as prime minister. Only the Communists voted against. Formally, Putin is not a member of any political party.
Putin promised to hold regular meetings with all the factions in the Russian State Duma, including the Communist Party of Russia. Such meetings are already scheduled for this autumn when deputies will discuss a next year budget.
The United Russia Party is certainly in a more privileged position. Boris Gryzlov, the chairman of its Supreme Council, told journalists that Putin would get involved in party matters no less than once a month.
With Putin's attention, the United Russia Party will have to take on more responsibilities and face extra obligations. Putin's leadership will result not only in increased confidence ratings and political dividends but also in serious changes.
Putin promised to reform the party at the United Russia congress in April 2008. The president was tough and very concrete. "It, the United Russia Party, should become more open to discussion and take more consideration of voters' opinion. It should also become less bureaucratic and cleaned from occasional members who pursue exclusively their personal goals and benefits. The party is called upon to work more actively with young people, intellectuals, enterprises, workers and village workers and promote the most talented, energetic and decent professionals in all spheres of public life," Putin stressed.
At his recent meeting with the United Russia's leaders Putin said that the party should work out a clear-cut ideology and work with personnel. For its part, the United Russia Party will also load its leader with new obligations. More people are turning to it for help since Putin became its leader.
Party leader Boris Gryzlov wants to suggest that Putin communicate
with people through public receiving rooms.
The United Russia Party doesn't want to stay away from implementing a government program of the country's development until 2020 also known as the "2020 Strategy". Gryzlov has already said it many times that the party will discuss its participation in the aforesaid project at its congress in November. It is preparing a package of legislative initiatives.
Putin believes that the party should live up to all the promises,
which the party gave during the election campaign. "In the next few years our activities should be aimed at meeting all the promises we made and work for a perspective up to 2020," Putin told the leaders of the United Russia Party.
"A rhythmic and coordinated work of the entire state state machine will create stabilituy in the hearts of our people, in the economy on the whole and in the social sphere," Putin went on to say.
"We have current problems and we have current life. We cannot make
good life a distant perspective like it was in Soviet days. Let's wait for the arrival of communism but today we'll have to suffer," Putin said.
"We should improve people's lives, we should do it every day, every week, every month. That is why all our actions approved by parliament should be socially-oriented," he added.
"We went to the parliamentary and later to the presidential polls with a set of tenets about the country's development in key areas such as modernization of the economy and the social sector and improvement in people's living standards. Naturally, all our efforts should be aimed at meeting these goals and promises," Putin said in conclusion.
