Medvedev visits centre for rational use of mineral resources

KHANTY-MANSIYSK, June 29 (Itar-Tass) - Russian President Vladimir
Putin on Saturday visited a scientific centre for the rational use of
mineral resources. This scientific complex is a true database for
mineral wealth resources, seismological prospecting, production
infrastructure and the oil industry.
The centre also has a bank of core samples that remain in the drill string after drilling. A core sample is a vital source of information about the properties of rock material, a kind of a guide for the development of deposits. These "files" on each of the oil wells will become particularly important when reserves of light oil
start running low and oilmen will need accurate data on earlier explored deposits. Some western companies have been storing core samples from the 19th century.
The Khanty-Mansiysk centre for the rational use of mineral resources will mark its 15th anniversary this year. At present, 340 people, including 27 candidates and doctors of science, work there now.
The bank of core samples can be compared to a large warehouse that
occupies an area of 3,500 square meters.
Alexander Shpilman, the director of the core samples bank, met
President Medvedev at the entrance. He told him about the main areas of the centre's activities. Shpilman said that information on 100,000
operating wells is accumulated here every month. This information concerns not only the extraction of oil but also the general state of the oil wells and a set of other parameters. The centre carries geological prospecting, calculates oil reserves, assesses the amount of resources, monitors the development of deposits and builds oil extraction forecasts. Shpilman said that the basic forecast for oil production by 2020 is 250 million tons while the optimistic forecast is 270-280 million tons by the same 2020.
President Medvedev asked the director what measures should be taken by the state to stimulate geological prospecting. Shpilman named tax breaks for geological prospecting, the granting of unconditional rights to companies that carry the prospecting of deposits at their own expense and the facilitation of getting land plots for prospecting.
After the presentation Medvedev was taken to the core sample bank. He saw how core samples are stored, how they are extracted from wells and what kind of associated rock is extracted together with the core samples. Spilman said that all the data on the samples is stored electronically in computers.
Medvedev stressed the need of involving private companies in this
work. The president finished his tour of the centre with a visit to an
experimental laboratory.
