Guatemala president expects visit to RF to give new impetus to

MEXICO, March 21 (Itar-Tass) -- Guatemalan President Alvaro Colom, who
arrives in Moscow this Sunday on an official visit, intends to give a new
impetus to developing relations between the two countries.
His official spokesman Ronaldo Robles told reporters before the
president's departure from the Central American country's capital that
under discussion during the visit would be possibilities to broaden ties
in the spheres of politics, culture, trade and investments.
It will be the first visit by a Guatemalan leader to Russia since the
establishment of diplomatic relations between the two states 65 years ago,
Robles noted.
Guatemalan Foreign Ministry diplomats emphasise that Colom's visit to
Russia is of historic importance. It will allow boosting bilateral
relations to a new level.
Guatemalan sources say one of the priorities for cooperation with the
Russian Federation for the Central American republic is the energy sphere.
They also express interest in attracting Russian investments in the area
of construction of roads and sea and air terminals in Guatemala.
Colom noted in an interview to Itar-Tass late last year that Guatemala
was interested in broadening ties with Russia in various directions, in a
number of which there are very good prospects for bilateral cooperation.
Russia is a very important and influential power, and not to develop
relations with the country would be a mistake for any state, the president
noted.

.Russian language consolidates positions in European countries.

MOSCOW, March 21 (Itar-Tass) -- The Russian language again becomes a
consolidating one in the Slavic world, without serious internal changes at
the same time, the fourth international congress of Russian language
researchers noted. The forum "Russian Language: Historic Fates and the
Present" opened in Moscow on Saturday.
The crisis situation of the language in Western Slavic countries in
recent time is changing for the better, Belgrade University professor
Bogoljub Stankovic said at the forum opening.
The Russian language's popularity is growing in Serbia not only among
students, but also among schoolchildren, he noted.
In Polish schools, the language is the second after English for
popularity.
In Slovakia, 25 percent of the population not only can speak Russian,
but also actively use it, the professor added.
Popularity of Russian among Western Slavs can be explained by the low
language barrier and the common historic and cultural heritage of Slavic
peoples. These give the right to believe that the position of the Russian
language abroad will continue to improve, he said.
At the same time, the world language picture changes constantly, which
is often viewed by the public as harm to languages and change of
literature norms. But it is not always a right impression, believes a
representative of the Russian Language Institute of the Russian Academy of
Sciences, Alexei Shmelev.
Social changes are often wrongly taken as changes of language norms.
For example, rather rough expressions are used in politicians' speech,
which could not appear in mass media before, he said.
Nevertheless, there are system changes in languages. They are not
common, but they already should be fixed in dictionaries, he believes.
A book fair is also open at the forum, offering philological
literature. Aside from academic publications, there are such books as "the
Geography of Surnames" by Vladimir Nikonov and "the Dictionary of
Sovietisms". The first tells about origin and spread of Russian surnames.
From "the Dictionary" young people can learn meanings of words and
expressions that were in common use in the years of the Soviet power.
The congress, which takes place in the Moscow University building at
Vorobyovy Hills, will conclude its work on March 23.

.Russian Proton rocket carries American satellite to orbit.

MOSCOW, March 21 (Itar-Tass) -- The Russian space vehicle Proton-M
launched from Baikonur on Saturday has successfully put the EchoStar-14
American communication satellite into the planned orbit.
EchoStar-14 separated from the Briz-M booster at 06:37 Moscow time, a
Roskosmos Federal Space Agency source reported.
The satellite will take its place at a longitude of 119 degrees west
in its geostationary orbit.
EchoStar based on the satellite platform LS-1300 was made by the Space
Systems/Loral company for the American satellite operator EchoStar. It is
designed for television signal transmission to 14 million TV spectators of
the DISH Network American TV company.
The satellite is expected to work in orbit for 15 years. It weighs
6,384 kilogrammes. It is equipped with 103 Ku-band transponders.
The Proton-M rocket and the Briz-M booster are made by the Khrunichev
state space scientific and production centre. The vehicle has three
stages. Its launch weight is about 700 tonnes. The International Launch
Services (ILS) company deals with marketing of Protons at the market of
space services. The controlling stake in it belongs to the Khrunichev
centre.
It was the fourth Proton-M launch this year, and the 355th in its
history, a source at the scientific and production centre said.
For ILS it is the second in 2010 and the 58th since the beginning of
