Gist of Medvedev remarks

MOSCOW, July 4 Kyodo - Following is the gist of remarks Russian President Dmitry Medvedev made to Kyodo News and NHK.

-- The lack of a peace treaty and the territorial issue are an obstacle to the
development of relations between Russia and Japan. But the two countries
should neither exaggerate nor ignore this theme. It must be placed rationally
in our relations.
-- The potential for economic cooperation between Russia and Japan is big.
-- The two countries have a body of law on which to base their discussion of
the issues of borders and peace treaty. It is important not to create extra
tension but to create a positive background for careful consideration of
issues. Attempts to get ahead of ourselves as a rule result in setbacks.
-- The two countries have to give the territorial issue peaceful consideration,
creating positive impulses to move ahead on the basis of the 1956 and 1993
declarations.
-- Cooperation in the nuclear power field between Russia and Japan is very
important. I would like the document of an intergovernmental agreement to be
ready as soon as possible.
-- Not all countries take part in the Kyoto process. If we talk about the
post-Kyoto period, i.e. the period after the 2012, we must take into
consideration that the future must be ensured by all the large economies.
-- During the Group of Eight summit as well as at other forums we will consider
supportive measures for countries that suffered the greatest damage, where the
food squeeze is obvious in the first place.
-- North Korea has taken some steps, including dismantling of nuclear
facilities, which encouraged us. I think a system of positive stimulation
should be applied to fully motivate such states as North Korea to behave
appropriately.
-- The U.S. missile defense system in Europe and NATO's expansion do not
contribute to European security but create additional tension.
-- Nothing will change and Russian foreign policy will remain as pragmatic,
predictable and oriented toward national interests as it used to be during
Vladimir Putin's presidency.==Kyodo
