.United Russia to open interregional confs in all federal districts.
KRASNOYARSK, March 29 (Itar-Tass) -- A United Russia interregional
conference in the Siberian Federal District will open here on Monday. The
conference will be the first one among interregional forums, which the
United Russia Party will hold in all eight federal districts before the
end of 2011. The goal of the forums is to outline concrete programs and
projects that can be implemented fully for the next two years. In fact,
this is the full implementation of the regional policy under Russia's
development strategy through 2020, which the ruling party considers its
program.
Russian Prime Minister Vladimir Putin, who is the United Russia
leader, but preserves the 'above party' status, supervises United Russia
interregional conferences. At a meeting with the party leadership in early
February he proposed to hold such meetings in federal districts every
quarter.
Alongside, the premier urged United Russia not to make empty promises,
but to speak openly about the problems, which worry people in the regions,
and to search for the ways to solve them right in the regions. "We should
prove that we offer efficient ways to solve these problems," Putin
underlined.
Chief of the United Russia Central Executive Committee Andrei Vorobyev
emphasized that interregional conferences create an absolutely new format
of the party's work in the regions. "The task is that under the country's
development strategy through 2020 and the development strategy of a
federal district to set priorities and to draft a clear-cut and
comprehensible action plan for 2010-2011, which will result in a
substantial growth of the life quality in a region," he told reporters on
the eve of the forum.
Vorobyev noted that broad strata of the population and the regional
expert community will be involved in the development of such two-year
programs. In other words, this will be "open party conferences", at which
representatives of the regions will have the final say.
As far as a forthcoming conference in Krasnoyarsk is concerned, more
than 1,000 people are expected to participate in it, and just less than a
third of them are party activists. They will have to select five most
significant economic and social projects with a clear-cut business plan
and with some kind of 'road map' that will enable to implement them fully
for the shortest period of time. Federal and regional target programs, the
investment and venture funds will fund them. Credits on easy terms will be
allocated if necessary.
The delegations brought 150 projects in Krasnoyarsk, the conference
organizing committee said. Krasnoyarsk will present 33 projects. Among the
most interesting projects is the project of a biathlon training school,
the construction of a federal university in the territory and the creation
of an electronic library.
The criteria for selecting the projects are their competitiveness, the
orientation for cutting-edge technologies, as well as an opportunity to
work in several regions. The implementation of these initiatives should
result in creating new jobs, a higher quality of medical services and
education, the development of the sports infrastructure and etc. "The
interregional conferences should result in the creation of growth
clusters, a favorable living environment and the forming of sustainable
development territories," said Vice-Speaker of the Federation Council
Svetlana Orlova, who headed the working group for preparing the conference.
