Security stepped up at isolated power grids in Kamchatka.

PETROPAVLOVSK-KAMCHATSKY, March 31 (Itar-Tass) - In the wake of Monday's suicide bombings in the Moscow metro, which left 39 people dead and about 70 others wounded, security measures have been stepped up at isolated power generation centers in the Far-Eastern Kamchatka territory, the press service of the Kamchatenergo power utility said Wednesday.

Control has been tightened over the outer fencing of the power plants'
territories and additional operation-readiness testing has been done at
the alarm and public address systems.
Special instructions have been issued to the personnel of the power
plants and grids. For instance, the authorities asked workers to report
immediately any instances of sighting the suspiciously looking people or
objects in the vicinity of electric power facilities.
Such reports are to be made to the police, the federal security
service FSB, and units of the Ministry for Emergency Situations and Civil
Defense /EMERCOM/.
As of March 30, the territorial government put on alert the units of
the Interior forces responsible for the maintenance of the population's
security.

.Int'l Forum on Cybercriminality to open in France.

PARIS, March 31 (Itar-Tass) - Wednesday is the opening day of the 4th
International Forum on Cybercriminality that will be held in the French
city of Lille under the slogan of 'Together for a safer and more secure
cyberspace!'
The organizers of the event describe the venue city, Lille, as an
active digital metropolis oriented towards Northern Europe that "will be a
hub of thinking about the challenges and dangers of new communication
technologies."
"This forum is a good opportunity for companies, local government and
private users to gauge the challenges and the advances in the field of
public and private protection against digital risk," the IFC 2010 official
website says. "Sharing experiences with other invited countries provides
an opportunity to discover efficient tools and effective ways of fighting
against digital crime."
IFC 2010 is expected to bring together more than 1,500 experts,
representatives of international organizations, national Interior forces,
and special task units.
Russia has the role of a partner country at the forum. The Russian
delegation is led by officials from Department K of the Interior Ministry
that steers the fighting with computer crime.
The developer of security and anti-virus software, the Kaspersky Lab,
has become a partner company of the forum that set itself the goal of
"mobilization at the European and international level of struggle with
cybercrime and expansion of its span."
Experts say the growing globalization of computer networks and the
easiness of access to the Internet facilitates the emergence of new forms
of cybercrime and the expansion of its operating area.
All of this poses substantial risks for individuals, government
agencies, corporations, and enterprises of all forms of ownership.
The permanently growing number of participants in the international
events dedicated to cybercriminality testifies to the serious of the
problems that different countries come across in this field, the IFC 2010
organizers say.
The French Gendarmerie says illicit profits gained through committing
crimes in the cyberspace have already exceeded the revenues from drugs
trafficking,
