These three pariah nations -- Iran, Syria, North Korea
-- who are at the heart of international debate over nuclear
dangers have not been invited to the Summit. And Israel, whose
undeclared nuclear arsenal is a burning issue with the Muslim
world, is also not attending.
Though Obama would be meeting Manmohan Singh and Yosuf
Raza Gilani within hours of each other on the eve of the
Summit, no scheduled meeting is slated between Singh and
Gilani.
But "a brief encounter" between them on the sidelines
is not ruled out, a Pakistani media report said.
The Dawn newspaper said that proper talks between the
two Prime Minister are more likely during a SAARC meet in
Bhutan this month. It claimed that US could still push for a
meeting during the summit.
To drum up support for a ban on movement of nuclear
material, Obama also plans to meet individually the leader of
China, Malaysia, Jordan and other nations and the conference
will conclude on Tuesday with a joint communique on the threat
of illicit transfer of nuclear materials and technology and a
plan for keeping them locked up.
Giving a broad outline of the Summit proceedings,
Samore said: "We expect in the future, their will be one more
summit meeting at the leadership level and periodic meetings
of high officials to fulfill President's four year lock down
plan."
The US official said a number of countries are
expected to announce on Monday their "unilateral" actions on
nuclear security and these may include plans to retrofit
nuclear reactors to use a form of Uranium less easily
converted to use in Weapons.
More countries, the US official said, are expected to
sign 1980 Convention on the Physical Protection of Nuclear
Material which was amended in 2005.
Samore said the main focus will remain on keeping two
key ingredients of an atomic bomb -- Plutonium and highly
enriched Uranium -- away from traffickers and terrorists.
Clinton summed up the threat by saying that even if a
ten kilo ton bomb detonated in Times Square it would kill half
a million people.
But a top US diplomat, Robert Blake, has already said
that the "pace, scope and character of the relations between
India and Pakistan was up to the two countries.
He, however, said: "the US hopes that India and
Pakistan can improve relations between two friends of
America."

Dinner of his presidency, an honour meant to push forward to
transform the world's two largest democracies into partners.
