Medvedev to set out RF stand on non-proliferation.
WASHINGTON, April 13 (Itar-Tass) - President Dmitry Medvedev of the
Russian Federation has arrived here to attend a Summit on Nuclear Security.
On Tuesday night, the Russian Head of State will deliver a speech at
the authoritative political science center, the Brookings Institution --
where he will set out Russia's position on non-proliferation problems.
Russian presidential aide Sergei Prikhodko said earlier, "Two working
sessions and a working luncheon for chief delegates are planned for
Tuesday at the Summit. These will be devoted, respectively, to national
efforts to ensure nuclear security, international efforts in this respect,
as well as the role of the International Atomic Energy Agency (IAEA) in
ensuring physical nuclear safety. Discussions at all the functions will be
off-limits to the press".
"As a result of the Summit, two final documents are to be adopted: a
communique and a work plan," the presidential aide said.
"It is supposed that within the framework of the Summit, each
participating country will circulate a national memorandum on nuclear
security themes. The memoranda will be posted at the Summit website,"
Prikhodko added.
The leaders of over 40 countries as well as those of a number of
international organizations have been invited to the Summit. In this
connection Prikhodko did not rule out Medvedev's separate bilateral
meetings with his counterparts from other countries. In particular, the RF
President is to meet with Spanish Premier Jose Luis Rodriguez Zapatero.
Prikhodko said also that no meeting may be held between Medvedev and
Georgian President Mikhail Saakashvili, who had expressed an intention to
arrive at the Washington Summit, in view of the lack of diplomatic
relations between Moscow and Tbilisi.
The presidential aide said that at the working sessions of the Summit,
Medvedev will reaffirm Russia's standpoint that effective global nuclear
security can be ensured "only provided all the countries have appropriate
effective national systems."
"We point out the importance of international cooperation in this
respect with the observance of national legislation requirements, the
ensurance of the confidentiality of information and prevention of its
getting into the hands of ill-minded persons," Prikhodko said.
"Physical nuclear safety in the Russian Federation is maintained at a
proper level," Prikhodko emphasized. "All nuclear materials and relevant
installations in Russian territory are provided with reliable protection:
Russia fully meets its international obligations in the field of physical
nuclear safety," he said.
The presidential aide recalled that the RF is party to a whole lot of
international conventions concerning physical nuclear safety, first of
all, the Convention on physical protection of nuclear material, and
Amendment to it. Russia also initiated the adoption of an International
convention against acts of nuclear terrorism and was one of the first to
ratify it.
In 2006, the RF and the United States came forward with the Global
Initiative to fight acts of nuclear terrorism. "This is an effective
instrument for cooperation in the field of practical counteraction to the
threat of nuclear terrorism and for enhancement of physical nuclear
safety," Prikhodko maintains.
The Russian presidential aide pointed out, "The Russian side attaches
much importance to the coordination of international efforts to remove
risks of nuclear terrorism, and comes out in favor of implementation by
all countries of the provisions of the UN Security Council's Resolution
1,540, which is aimed at preventing weapons and materials of mass
destruction and their delivery vehicles from getting into the hands of
entities unauthorized by the State".
Prikhodko said, "The advancement of multilateral approaches to the
nuclear fuel cycle promotes reduction in risks of proliferation of nuclear
weapons, the enhancement of physical nuclear safety in the world, and the
exercise of the legitimate interest of many countries in the development
of nuclear power engineering".
"Russia's contribution to the advancement of multilateral approaches
has been the RF President-proposed initiative about establishing a global
infrastructure of nuclear power engineering to ensure equal access of
all countries concerned to nuclear energy with compliance with the
non-proliferation regime requirements and its pilot project aimed at
establishing in Angarsk, jointly with Kazakhstan, an International uranium
enrichment center. Armenia and Ukraine also participate in the project
now," Prikhodko pointed out.

WASHINGTON, April 13 (Itar-Tass) - Dmitry Medvedev, at the close of an
official dinner given on behalf of US President Barack Obama in honour of
participants in the Washington summit on nuclear security, met with
President Nursultan Nazarbayev of Kazakhstan, Russian presidential press
secretary Natalya Timakova announced.
"During the conversation that was held in an informal atmosphere, the
two leaders discussed bilateral cooperation matters, as well as most
topical aspects of the international agenda," Timakova said.
