Resolution on mechanisms of the Federal Demographic Structure Council issued
Dubai, April 21, 2010 (WAM)- The Vice President and Prime Minister of UAE and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum, has issued a resolution, streamlining and specifying functions of the Federal Demographic Structure Council.
As per the resolution, the council will report to the Cabinet and will be chaired by the Deputy Prime Minister and Minister of the Interior. It will have five members and will enjoy corporate body status, as well as financial and administrative independence. The council will also have a Secretariat General to be in charge of administrative, financial and technical support of the council.
The resolution stated that the Council's membership will consist of the Minister of Labour as Vice-Chairman, Minister of Economy, Minister of Social Affairs, Minister of State for Foreign Affairs and the Secretary-General of the Council as members.
It specified the roles and functions of the Council to include studying and assessing the conditions of the demographics in the UAE and suggesting strategies of population policies and systems to enhance the role of citizen and preserve national identity to score desired balanced demographic structure.
The resolution chalked out the functions and powers of the chairman of the Council, which includes the adoption of policies, decisions and programmes for the demographic structure, signing of agreements and partnerships, formation of committees in cooperation with local governments, as well as the adoption of the organisational structure of the Council and all systems related to the functioning of the Council.
The decree also established general secretariat for the Council chaired by the secretary general in the rank of director general to be appointed by the chairman. The secretariat will supervise and follow up implementation of plans, resolutions and programmes of the Council. It will conduct studies, researches and oversee subcommittees and address different authorities, submit periodic reports and propose organisational structures and regulations relating to the functioning of the Council.
It has delegated powers to the Council, notably, control and supervision on the subcommittees to ensure competent authorities implement the demographics strategy, as well as setting up of integrated database, research and analytical studies on the demographic issues.
