Putin to chair Astrakhan meeting, to visit drilling platform.

MOSCOW, April 28 (Itar-Tass) - Prime Minister Vladimir Putin travels
to Astrakhan on Wednesday for a working trip to chair a meeting on the
problems of developing offshore oil and gas fields in the Russian sector
of the Caspian Sea.
A Russian government press service official said that, while in the
region, Putin would also visit an offshore drilling platform at the Yu.
Korchagin oilfield which is being developed by the
LUKOIL-Nizhnevolzhskneft, a subsidiary enterprise of the LUKOIL Company.
The press service official pointed out, "The putting of the Korchagin
oilfield into operation signifies the start of oil production in the
Russian sector of the Caspian. Drilling is being carried out from an
offshore ice-resistant stationary platform that was installed in the third
quarter of 2009".
The platform, located in the Caspian at a distance of 180 km from
Astrakhan and 240 km from Makhachkala, consists of production and living
modules. The production module is provided with a drilling complex with a
lifting capacity of 560 tonnes to bore wells with a maximum drilling shaft
length of up to 7,400 metres. The living module is intended for the
accommodation of the personnel of the drilling complex -- up to105 people.
Extractable reserves of the oilfield are estimated at 28.8 million
tonnes of oil and 63,300 million cubic metres of gas. The maximum amount
of oil production is 2.5 million tonnes of oil and 1,000 million cu. m. of
gas a year.
Oil to be produced at the oilfield is to be supplied via an underwater
pipeline, 58 km long and with a pipe diameter of 300 mm, to an offshore
transshipment complex which includes a floating oil storage facility (a
tanker with a double bottom and double hull and a deadweight of 28,000
tonnes) and a one-berth pier. Shuttle tankers with deadweights of
6,000-12,000 tonnes will be used for further transportation of oil.
During drilling work, the platform used the so-called zero-discharge
technology: waste resultant of production activities is not discharged
into the sea but is collected into airtight containers and brought ashore
to be rendered harmless and reprocessed. This principle will be also used
in the operational drilling as well as at the stage of commercial
production of hydrocarbon fuel. Over 120 million roubles have been
assigned for the implementation of an ecological programme in the region
in a period to end in 2014.
Within a period from 1999 to 2005, the LUKOIL Company discovered six
oil and gas deposits in the northern part of the Caspian Sea area: these
are the Korchagin one, Khvalynskoye (380 tonnes of reference fuel), at a
distance of 170 km offshore, Rakushechnoye (126 million), Filanovsky (254
million) and Sarmatskoye (134 tonnes.) The aggregate reserves of the oil
deposits -- proven, probable, and possible -- amount to 4,700 million
barrels.
The government press service official said, "Later on Wednesday
Vladimir Putin will visit a new surgery building of the
Alexandro-Mariynsky regional clinical hospital fitted out with modern
medical equipment that is up to European standards". The floor area of the
building is 14,500 square metres.
The surgery building, designed for 330 beds, has six wards and seven
operating rooms. The personnel numbers about 500. The surgery building
facilities are designed for 10,000 operations a year, including 3,000
hi-tech ones.
Each ward is provided with a centralized air conditioning system, a
radio network, and access to the Internet. Special finishing materials
that ensure sterility have been used. The operating rooms' lamps are
provided with video cameras: if necessary, the operating surgeon will be
able to get advice via the Internet from another specialist who can be at
any point on the globe.
Start-up and adjustment operations are currently under way at the
clinical center. Most wards are ready to receive patients.
To the residents of Astrakhan Region, treatment and diagnosing
procedures at the center will be provided free of charge, under the State
guarantees' programme, while the residents from the other regions of
Russia's Southern Federal District will get treatment in accordance to
Federal quotas.
