Commission on modernization to address nuclear medicine problems.

MOSCOW, April 29 (Itar-Tass) - Russian President Dmitry Medvedev will chair a meeting of the commission on modernization and technological development of the economy in the town of Obninsk, Kaluga region, on Thursday.

It will address nuclear medicine problems and the establishment
and operation of the innovations center in Skolkovo.
The rapporteurs on these themes are Minister of Public Health and
Social Development Tatyana Golikova and Economic Development Minister
Elvira Nabiullina.
The development of nuclear medicine is a topical problem for Russia.
The cancer-related mortality rate in the country has increased by 14
percent in the past decade. It is the second largest cause of death among
the population. More than 2.5 million cancer patients are on file at
Russian oncology centers, and 200,000 Russians receive disability
certificates as cancer patients each year, making 13.5 percent of all
disabled persons.
By its nuclear medicine development, Russia is lagging far behind the
world level. The United States runs radioisotopic examinations on 40
patients per 1,000 a year, on the average, Japan - on 25 patients, and
Austria - on 19 patients. Just 7 percent patients in Russia undergo
nuclear medicine tests a year.
Another problem is a shortage of special equipment. For example, the
amount of gamma tomographs in Russia does not reach 200, whereas the
demand exceeds 300 units. The country requires at least 90 to 95 positron
emission tomographs (PET). At present, there are just seven PET centers
(in Moscow, St Petersburg and Chelyabinsk).
There is only one radionuclide therapy department (the medical
radiological research center, Russian Academy of Medical Sciences, in
Obninsk).
Chelyabinsk is set to commission a radionuclide therapy department of
its own. The nationwide demand for such treatment is estimated at 50,000
people.
At present, the government is taking measures to develop nuclear
medicine. Specifically, the national oncology program was launched within
the scope of the national priority project in the field of health care.
The projects to set up nuclear medicines centers in Dimitrovgrad,
Ulyanovsk region, Obninsk and Tomsk have already been prepared.
They will be used for a complex solution of fundamental and applied
programs, development and launching of new radiation technologies to
diagnose and treat the most widespread afflictions and provide diagnostic
and treatment assistance to the population.
The second issue the Commission plans to address at the Thursday
meeting concerns the innovations center in Skolkovo. It is an ambitious
project to set up an R & D center and with the view of commercial use of
its results.
It is headed by Viktor Vekselberg for Russia, who will also take the
post of president of the project management foundation.
The objective of the project is to create a favorable environment to
amass intellectual capital, capable of generating innovations. Skolkovo
will develop the following promising fields: telecommunication
technologies, information technologies, energy conservation technologies,
biotechnologies, pharmacy and nuclear technologies. The project envisions
the construction of research facilities and residential areas.
Design specifications for construction and the first projects within
the architectural concept of Skolkovo are due later this year. A tender is
to be announced before the beginning of construction. The construction of
the technopolis is to be based on the newest approaches to urban
construction across the board: environmental issues, energy conservation,
town logistics, water- and heat supply and recycling of waste.


.Man gunned down in southwestern Moscow.

MOSCOW, April 29 (Itar-Tass) - Unidentified attackers shot and killed
a man in southwestern Moscow, a law-enforcement officer told Itar-Tass.
The call about the crime came in at 23:37, Moscow time, on Wednesday.
"According to preliminary information, unidentified criminals shot and
killed a man with an automatic weapon in Kedrov Street. The victim died of
his wounds on the spot," the officer said.
Police sealed off the area; a group of investigators is working at the
scene.
The detectives are ascertaining the identity of the victim. A manhunt
for the killers has been launched.


.Canada reiterates support for Russia's ascension to WTO.


OTTAWA, April 29 (Itar-Tass) - Russian First Deputy Prime Minister
Viktor Zubkov said Canada had reiterated its support for Russia's
ascension to the World Trade Organization.
"This issue was discussed during the talk with Canada's Agriculture
Minister Gerry Ritz and International Trade Minister Peter Van Loan,"
Zubkov told Itar-Tass after he wrapped up his working visit to Canada.
Canada noted that Russia should long have been in the WTO. "They
supported the approaches on which we had briefed them. In their opinion,
Russia has the opportunity to become a WTO member as early as this year,"
the Russian first deputy prime minister said.
