RF comm minister favours self-regulated club Internet.
MOSCOW, May 11 (Itar-Tass) - The Russian Federation's Constitution
bans censhorship, Igor Shchyogolev, Minister of Telecom and Mass
Communications, said in an interview published in Rossiiskaya Gazeta on Tuesday.
"Apart from legislative aspect, there is also a technological one.
Censorship presupposes a preliminary survey. We have now got about 50
million Internet users. Accordingly, it is essential to have approximately
the same number of people who would scan this information preliminarily.
Of course, that would develop into a large segment of the economy.
However, I am convinced that this is impossible (to achieve)," the
Minister said.
"What does the Internet environment look like -- is it a territory
with an absolute lack of authority or is it a province where common human
norms and laws have got to be complied with?" Shchyogolev queried. "Of
course, the Internet cannot be a territory of lawlessness. However, not a
single country has succeeded so far in working out a final mechanism for
regulation. There are currently only several problems, in the fight
against which all are united more or less -- these are cybercrime, the
theft of data, the infliction of technological or economic damage, and
child pornography."
"It is possible to choose several orientations for counteraction. The
first one is to abandon anonymity... The second way is to seek to create
the so-called territories of safe Internet," Shchyogolev said. "This way
is widely applied already: a number of providers, for example, offer a
package of children's Internnet to parents. There are countries which have
gone farther than that. They have available the following pattern: a
parent concludes a contract in his orher name. If a child wants to acess
some Internet resource which is not allowed to him by the said contract,
the operator asks the parent's permission. This is a rather flexible
system. In this connection we together with the community of users have
formulated the idea of the so-called club Internet: on the baiss of
self-regulation the community of users grade resources. Some given
resources are accessible, say, to children under ten, other ones to kids
under 12, and so on."

awards are to be presented here on Tuesday for a 16th time.
The presentation ceremony will take place at the Stanislavsky and
Nemirovich-Danchenko Music Theatre. Incidentally, the names of 13 new
laureates are no secret any longer: according to an established rule, the
names are announced before the event.
Thus, it is known for certain that the award in the most honorable
nomination -- "Legend (of Ballet Dancing" -- has been granted to the great
ballerina Maya Plisetskaya.
The title of Charmer of Dance has been awarded to two outstanding
Muscovites: the oldest scenographer Iosif Sumbatashvili and remarkable
composer Karen Khachaturyan. Bolshoi's prima ballerina Nadezhda Grachyova
will be referred to as Queen of Dance. Svetlana Adyrkhayeva -- Bolshoi's
leading ballet dancer in the past, who is now choreography coach, will be
awarded the high title of Master of Dance.
The prize in the Teacher nomination will be awarded to Altynai
Asylmuratova, artistic director of St Petersburg-based A. Ya. Vaganova
Academy of the Russian Ballet. There will be also a Knight of Ballet among
awardees. This is intended to mark out the services of prominent ballet
dancer and choreographer Andris Liepa, head of the charity foundation
named after his famous father Maris Liepa. Sergei Smirnov, director of the
Yekaterinburg-based Eccentric Ballet dancing company, will be recognised
as Knight of Contemporary Dance.
Yevgenia Obraztsova will be officially proclaimed a Star. Young ballet
dancers Artyom Ovcharenko of the Bolshoi Theatre and Maria Semenyachenko,
leading ballet dancer of the Moscow Music Theatre of Stanislavsky and
Nemirovich-Danchenko, will be named Rising Stars.

NOVOKUZNETSK, May 11 (Itar-Tass) - Russian Prime Minister Vladimir
Putin has arrived in Kemerovo Region, where two blasts occurred in the
Raspadskaya coalmine on May 8. The blasts claimed a toll of at least 43
human lives.
The Head of Government is expected to visit coalminers who are at a
hospital here and get acquainted with the conditions for their treatment.
The Premier will also meet with a group of relatives of those who died in
the blasts, as well as with coalminers and rescuers.
Then Putin will go to the Raspadskaya coalmine to familiarise himself
with the course of rescue operations. During an inspection tour he will be
accompanied by First Vice-Premier Viktor Zubkov, head of the state
commission for aid to the victims and to the families of the dead, and for
the elimination of the aftermath of the breakdown, as well as by
Emergencies Minister Sergei Shoigu, and Kemerovo Region Governor Aman
Tuleyev. After that, Putin will confer with the state commission members
to hear details of the rescue work being done.
