Japan envoy expresses dissatisfaction over N. Korea's nuclear report

BEIJING, July 11 Kyodo - Japan's top nuclear negotiator Akitaka Saiki expressed dissatisfaction Thursday over North Korea's declaration of its nuclear programs, saying the documentdoes not contain an account of the country's nuclear weapons.

Saiki, director general of the Japanese Foreign Ministry's Asian and Oceanian Affairs Bureau, told reporters in Beijing, where chief delegates of the six-party talks are meeting, that he questions whether the document can be described as ''truly complete.'' He said he also explained Japan's refusal to participate in the provision of energy aid for North Korea under the six-party framework until concrete progress is seen on resolving the issue of the past abduction of Japanesenationals by Pyongyang's agents.

In June, North Korea submitted to China, host of the six-party talks, which also involve the United States, South Korea and Russia, its declaration of nuclear programs, six months after the deadline set in an agreement under themultilateral framework.

According to six-party negotiation sources, Saiki had a brief exchange with his North Korean counterpart Kim Kye Gwan on Thursday, but there were no discussions on the abduction issue including a reinvestigation of the cases ofJapanese abductees which Pyongyang recently promised to conduct.

The abduction issue was not taken up during Thursday's six-party talks, thesources said.
