E-CLAIM TO STREAMLINE GOVERNMENT PROCEDURE FOR TRAVEL CLAIMS

KUALA LUMPUR, May 18 (Bernama) -- E-Claim, a web-based application is
expected to help streamline the procedure for government staff making travel as
well as overtime claims.

It is also a portal for government staff to request for an advance before
undertaking duties locally and overseas, said Malaysian Rubber Board (MRB),
Chief Accountant, Azhan Haris Ajidan.

He said the system was jointly developed by a team from the finance and
accounts units of the MRB, together with CWorks Mobile Sdn Bhd. It had been
successfully implemented organisation-wide in MRB.

"It is the most comprehensive system ever built and embedded with work flow
technology, while being compliant to the complex requirements of government
procedures in approving claims," Azhan told Bernama at the International
Invention, Innovation and Technology Exhibition (ITEX 2010) here.

The event is being held at the Kuala Lumpur Convention Centre (KLCC) from
May 14-16.

He pointed out the E-Claim promotes cost savings to agencies which implement
it, along with transparency in the claims process, while giving greater control
to managers to manage expenditure.

"It also gives internal staff job satifaction and a better reward for job
performance as well as the flexibility to do their work anywhere and at any
time," he explained.

He said it also supports a paperless working environment and is thus, an
environmentally friendly application.

"With the system, we will be able to save paper usage worth RM6,000 annually
as well as reduce fraud, false or redundant claims," he added.

According to Azhan, a few government agencies had approached the MRB for the
system, including Universiti Putra Malaysia (UPM) and the National Family
Planning Board (NFPB).

He said the system had been implemented from 2003 in MRB and had also
received a commendation from the previous Anti-Corruption Agency (ACA), in
promoting transparency and using Information Communication and Technology (ICT),
to eliminate duplication and false claim.

Meanwhile, another web-based system produced in-house by the MRB, is the
e-Precision.

Research Officer, technical information and advisory, technology
and engineering unit, Kartini Alias said the system is for analysing data
obtained from the proficiency testing (PT) programme.

She said the strength and efficiency of the system was rooted in the fact
that is fast, reliable and paperless.

The system, Kartini said, simplifies and hastens the process of conducting
the PT programme where planning, invitation and analysis of data are performed
online.

It also offers an online submission of raw data and viewing of final results
by participants, thus creating a paperless and friendly environment.
