Till the Soviet Union's collapse in 1991, Tomsk was
closed to foreigners due to presence of a very high number of
secret enterprises and research centres for the development of
nuclear weapons and defence technology.
"Every fifth resident of our 400-year old city is a
student. We have 169 research scholars per ten thousand
population, which is next only to Japan," Kress said.
The city has three universities with the status of
national research hub, including world famous Tomsk
Polytechnical University (TPU) incorporating several research
and institutes and centres, which are now opening up for the
Indian students.
A delegation of the TPU, which during the Cold War was
seen as the Soviet equivalent of Massachusetts Institute of
Technology (MIT), is currently in India to invite Indian
