Hin Heub needs effective industrial tree plantation

Vientiane,09 June (KPL) - Hin Heub authority in Vientiane province is taking more measures to resolve the ineffective implementation of industrial tree plantation projects in the district.
Chief of Hin Heub district Chanpheng Duangphachanh told the mass media recently that the district had approved more than 64 industrial tree plantation projects over the past years. Through the inspection, 49 out of the approved projects have operated ineffectively, he said. Some projects just started with not much progress and some has not just even commenced.
“Being mountainous terrain with high potential for industrial tree plantation, the district administration has firmly concentrated on the industrial and fruit trees plantation plus service sector as a main key for the district development,” said the district chief.
More than 6,000 out of 111,097 hectares have been allocated to private companies for the plantation of rubber trees, eaglewood and jatropha in the district, he said.
The ineffective projects have used district potential, which restrained economic development in the district, said Mr Chanpheng.
However, the district administration at all levels and the Provincial Investment and Planning Service has recently discussed plans and some measures to solve this problem.
In the first six months of the year, the Government has authorised some foreign businessmen to run a sugarcane plantation project, a processing rubber plant and a fertiliser production plant from cassava waste, Mr Chanpheng said.
Over the past six months, 195 families in the district have been classified to live over the poverty line, 102 families have given up traditional upland farming of slash-and-burn practices.
Local district administration has allocated agriculture areas to four villages in Pha Phong development village cluster.
“This is the achievement of the district gained over the first six months of the year,” said Mr Chanpheng. “The per capita income in the district is US$429”.
