MALAYSIA'S HIGHWAY PRIVATISATION MODEL ATTRACTS FOREIGN INTEREST - MINISTER
KUALA KANGSAR (Malaysia), July 20 (Bernama) -- The highway privatisaton package between the private sector and Malaysian government through the Private Partnership Programme has attracted the interest of several Asia-Pacific countries including India, the Philippines and Indonesia.
Works Minister Shaziman Abu Mansor said the privatisation package
which encompassed highway construction and an efficient operating system made
these countries want to obtain Malaysian expertise in this area and adopt the
methods used in this country.
"PLUS, with over 20 years of experience has expanded its operations to India
and Indonesia. I believe with continued commitment and dynamism, we are not only
capable of building world-class infrastructure but also able to compete at the
global level and meet the challenges of liberalisation."
He said this in his speech at the official unveiling of the new look for the
southbound side of the Sungai Perak rest and service area (RSA) themed Green
Trail, here, Monday.
The text of his speech was read out by his deputy Yong Khoon Seng, who
represented him at the ceremony.
He said the ministry not only set the Key Performance Indicators for its
agencies but also involved the highway concessionaires operating in the country
in providing the best service to the highway users.
"I hope the KPIs at all levels will result in a high performance culture,
to make Malaysia competitive and at par with developed countries, including in
managing public facilities."
He said operating and maintaining the highways such as the North-South
Expressway with a total length of 900 kilometres required a huge allocation to
ensure it would always be in good condition.
"PLUS has also reinvested a large portion of its toll collection, that is,
about RM470 million (US$1=RM3.2) each year, on maintenance work, and development
and upgrading of assets and facilities along the expressway for the safety and
comfort of users."
Shaziman said the RSAs also contributed to the country's economic growth as
it provided business and employment opportunities to the local communities,
hence improving their quality of life.
He said at the Sungai Perak RSA, for instance, the Orang Asli (aboriginal
people) were also
given the opportunity to introduce and sell their products, while along the PLUS
highways, 500 entrepreneurs and almost 3,000 job opportunities had been
created.
The Sungai Perak RSA (southbound), upgraded at a cost of RM9 million, is the
first in the country to adopt the green concept by using environment-friendly
technology in its design and operations.
Through collaboration between PLUS and Propel, this RSA has started using
biodegradable food and drink containers and disposing off food waste by using
the eco-cleaning machine, as well as using environment-friendly bio-based
detergents.
