WB-funded land management project to benefit nine provinces

Hanoi (VNA) - The State Bank of Vietnam has assigned the Vietnam Bank for Industry and Trade (Vietinbank) to implement a 75 million USD land system modernization and completion project in the country.

The World Bank-funded project will be carried out from now until June 2013 in nine provinces, namely the northern provinces of Thai Binh, Hung Yen and Ha Tay; the central provinces of Quang Ngai, Binh Dinh and Khanh Hoa; and the Mekong delta provinces of Tien Giang, Ben Tre and Vinh Long.

The project aims to establish a modern land use certificate registration, management and issuance system with complete administrative procedures of land management, making it transparent and accessible to the public.

The project also aims to raise the public awareness of land management system and the benefits of land use registration in those localities.

The project is expected to help local people, including ethnic minority groups, be able to access public land service which is qualitatively equal to that of developed regions in the country.

The success of the project will be assessed on the basis of the local people's satisfaction at the management system and the investors' convenience in performing land transactions.

Since the Land Law took effect in 2003, Vietnam has outlined a detailed itinerary for modernising its land management system which ensures the legitimate right of the State, investors and land users while preventing corruption and wastefulness in land use and management and better settling land disputes and petitions.

Earlier, in June, the Prime Minister has given the nod to the Ministry of Natural Resources and Environment to receive French professional service to conduct a feasibility study project on completing and modernizing the land management system in Hanoi , central coastal Da Nang city and HCM City.

The project received a non-refundable aid of 600,000 EUR from the Fund for Assistance to the Private Sector (FASEP) of France.
