Moldova PM urges to dissolve parliament, have early elections.
CHISINAU, September 6 (Itar-Tass) -- Moldova's Prime Minister Vlad
Filat called for the leaders of the ruling coalition to dissolve the
parliament and to organise early elections soon.
"We shall meet on Monday to discuss the results of the Sunday
referendum and what is to be done next," he said.
He was disappointed with the low number of voters attending the
referendum, where they were to vote how a president should be elected - by
the nation or by the parliament, as it is done now.
The Central Election Commission reported 30.38 percent of the voters,
while 33.33 were required to consider the referendum valid. The situation
may be changed, as results from voting station abroad arrive, experts say.
"Our actions in future should be based on the present legislation,
which says that the parliament should be dissolved and new elections
should be announced, and I will insist on this," Filat said.
"The aggressive actions from the Communists to boycott the referendum"
and the mistakes of the organisers were the reasons of the low attendance,
he said.
Moldova's media observers say the low attendance demonstrates the
level of trust to the ruling power and the opposition.
Over 250 international observers witnessed the referendum. They
represented the CIS, the EU Parliamentary Assembly, the OSCE and other
international organisations.
The official results of the referendum will be published on Monday, to
be further confirmed by the Constitution Court within ten days.
.DPRK prepares for Labour Party conference, Foundation Day.
PYONGYANG, September 6 (Itar-Tass) -- The DPRK finalises preparations
for two major events - a conference of the Labour Party and the national
holiday - the DPRK Foundation Day on September 9. The Labour Party, which
was organised 65 years ago, will have its forum in early September.
Party committees, municipal organisations, the People's Army, various
authorities elected their delegates to the party conference.
The current year's conference "is of major importance for the
strengthening of trust to the party and for the improvement of its
unanimity," the Rodong Shinmun newspaper said. The forum "is very
important for the victorious completion of the great construction of the
mighty and booming state and for the ongoing development of the revolution
run by the party."
The upcoming conference may be organised over the coming week. The
last large-scale forum of the party took place back in 1966.
The key message of the posters, displayed throughout the country, is
that the DPRK should rely on itself only in the settlement of economic
problems - by attraction of the local resources and reserves.

referendum to return the national presidential election failed due to the
low turnover. The Central Election Commission reports that 30.98 percent
of voters showed up, while 33.33 percent were required.
The data was confirmed by the Commission's Chairman Evgeny Shtirbu on
Monday.
.Russia, Israel defence ministers to sign document on cooperation.
MOSCOW, September 6 (Itar-Tass) -- An agreement on defence cooperation
between Russia and Israel is expected to be signed on Monday by ministers
Anatoliy Serdyukov and Ehud Barak, who will meet in Moscow for
negotiations.
"The agreement will regulate interaction of the two coun tries in the
defence sector over five years," press secretary of Russia's Defence
Ministry Colonel Irina Kovalchuk said.
The document covers exchange of views, experience and information in
spheres of mutual interest, including issues of international security.
The agreement dwells upon the development of military education,
topography, cartography, military history, medicine, justice, physical
training.
Over the negotiations, the sides plan to discuss the present state and
the future of the military, defence and technical cooperation between
Russia and Israel, cooperation in fighting international terrorism, and
the security in Middle East, she said.
Ehud Barak will be on a visit in Russia on September 6 and 7.
.Foreign, defence ministers come to Paris for Security Council.
PARIS, September 6 (Itar-Tass) -- Russia's foreign and defence
ministers come on Monday to Paris to meet with France's counterparts over
the bilateral Russian-French Security Cooperation Council.
"The Russian Federation is a key partner for France, and the Council
is an important structure for the development of our cooperation and
dialogue," a source in France's Foreign Ministry said.
The Russian-French Security Cooperation Council was organised back in
2002 at the initiative of the two national leaders, and the regular
meetings take place once or twice a year.
France's foreign and defence ministers will meet their Russian
counterparts on Tuesday. Later on, over the Council's plenary session they
will discuss major international and European problems, including the
situation in Afghanistan, the non-proliferation of nuclear weapons and
improvement of security in Europe.
In August, France's President Nicolas Sarkozy expressed Paris'
readiness to develop "unprecedented partnership with Moscow on security in
the Euro-Atlantic space." In near future, he said, France "will initiate
suggestions on relations between Russia and the European Union and NATO."
Sarkozy did not rule out certain initiatives may consider the OSCE and
mentioned the organization would have its summit in December.
On Tuesday, Sarkozy will meet with Russia's ministers.
