MORE MALAYSIANS FAMILIAR WITH HUMAN RIGHTS

KUALA LUMPUR, Sept 8 (Bernama) -- The Human Rights Commission of Malaysia
(Suhakam) said Wednesday that more Malaysians were familiar with the notion of
human rights.

Its chairman, Hasmy Agam, said this was proven with more people
coming forward to use the Suhakam mechanism.

"They include the disadvantaged and vulnerable, including indigenous
peoples, women and children and the aged, and the economically deprived, among
others, who have no other recourse to channel their grievances," he said.

In a statement to commemmorate Suhakam Day which falls Thursday, Hasmy said
among the past activities undertaken by the commission included a public
enquiry into the arrest and detention of lawyers of the Kuala Lumpur Legal Aid
Centre on May 7, last year; human rights training for police and Rela officers
and the Convention on the Rights of the Child (CRC).

He said, human rights complaints lodged with the commission included police
inaction, arbitrary arrest and detention, excessive use of force by enforcement
officers, selective investigations and the denial of the right to peaceful
assembly and to freedom of speech and expression.

Nevertheless, efforts to deal with the issues would be continued, said
Hasmy.

"Another issue which has become the commission's concern related to the
religious convert," he said, adding that Suhakam had submitted a memorandum to
the Ruler's Conference last year, and recommended uniformity in the states and
Federal Territories's administration of Syariah laws and clear procedure in
conversion cases.

Hasmy said the commission would build on what it had achieved in the past
since its establishment on Sept 9, 1999, applauding some positive actions taken
by the Government to protect and uphold human rights.

"They were the inclusion of 'gender' as one of the grounds prohibited from
discrimination, improvement of conditions in detention centres and police
lock-ups, ratification of the Convention against Corruption and of the
Convention on the Rights of Persons with Disabilities," he said.

Hasmy added that besides engaging in dialogue process with the relevant
government agencies, the commission would continue to unremittingly engage and
establish good working relationships with members of parliament,
non-governmental organisations, civil society organisations and the media.
