RF foreign minister to leave for New York for UN session.

MOSCOW, September 19 (Itar-Tass) -- Russian Foreign Minister Sergei
Lavrov leaves for New York this Sunday to participate in the 65th session
of the United Nations General Assembly.
The minister will present Moscow's priorities and approaches in the
areas of global and European security, multilateral disarmament,
settlement of regional conflicts, including the Middle East and
Afghanistan, U.N. reforming and global climate change, a Russian Foreign
Ministry source told Itar-Tass.
Lavrov is planned to address the assembly meeting on September 24.
The minister will also participate in a special high-level plenary
meeting from September 20-22 that will assess the progress of the
international community to attain the millennium development objectives.
Lavrov is expected at the forum to reiterate Russia's commitment to
its obligations to promote the international development, including to
provide aid for poor countries of the CIS and developing states in other
regions, first of all in Africa.
At the high-level council meeting on September 23, the Russian
minister will point out the "inviolability of the charter prerogatives of
the U.N. Security Council as the main body responsible for maintaining
international peace and security". The discussion is expected to work out
ways to improve the council mechanisms for preventive diplomacy,
peacekeeping and post-conflict settlement, the ministry source said.
During the session, the minister will traditionally have bilateral
meetings with his foreign counterparts and heads of international
organisations. The week of ministers in the U.N. headquarters will provide
a ground to discuss positions of partners on international formats for
mediation efforts to settle problems. A meeting of the Mideast "Quartet",
the six-party meeting to discuss the Iran nuclear programme, CSTO and BRIC
foreign minister meetings and an informal Russia-NATO Council meeting are
planned for this time.
Speaking about initiatives the Russian delegation will present for
consideration at the 65th session, the source said Moscow together with
Washington this year would promote a draft resolution on bilateral cuts of
strategic offensive arms and a new framework for strategic relations.
Thus, Russia and the United States will continue to follow the course of
responsible leadership in the disarmament process taken in Prague on April
8.
Russia will again propose to the world community the draft resolutions
on measures for transparency and confidence building in space activities
and achievements in the area of informatisation and telecommunications in
the context of international security.
The Foreign Ministry emphasises the importance of the adoption of the
documents in consensus.
Russian diplomats continue to insists on unanimous condemnation and
prevention of attempts to review the Nuremberg tribunal decisions and turn
racism, national and religious intolerance into a political struggle
instrument. Moscow once more will attempt to convince the countries that
do not support the initiative to join the states that come out against
glorification of Nazis and their accomplices and that actively fight
against present-time revenge manifestations.
