Myanmar SPDC Chairman arrives on Laos state visit

VIENTIANE,OCT.01(KPL)- Senior General Than Shwe, Chairman of the State Peace and Development Council of the Union of Myanmar (SPDC) and his official delegation arrived here on 1 October morning on a special plane for a state visit to the Lao PDR between 1-3 October.
The visit is in response to an invitation of Lao President Choummaly Sayasone.
Senior General Than Shwe and his party were greeted at Vientiane’s Wattay International Airport by Mr. Phongsavath Boupha, Minister and Head of the Presidential Palace’s Office, Vice-Mayor of Vientiane Capital, Myanmar ambassador to Laos, Director General of the Asia-Pacific and Africa Department, Ministry of Foreign Affairs, and senior officials of Laos and of the Myanmar Embassy in Laos.
Senior General Than Shwe and his delegation was given an official welcome by President Choummaly Sayasone at the Presidential Palace “Horkham” at 2:00 p.m. on the same day.
At 14:20 hrs., Lao and Myanmar officials held bilateral talks at the Presidential Palace where the two sides highly valued the traditional friendly relation and close co-operation between the two countries in the past 55 years. Since the establishment of the diplomatic relation on 12 July, 1955, Laos and Myanmar have exchanged regular visits of officials at different levels, especially the visit of the state leaders of both countries.
At the official talks, the sides discussed issues on a number of co-operation projects and informed each other of their respective emerging issues, particularly in the field of politics, security, social-economic development and their activities in the regional and international arena. The sides expressed satisfaction over their relations and co-operation made in the past few years, especially the exchange visit of the state leaders and delegations in different sectors and the mutual assistance in the regional and international forums. The discussion also touched upon their future co-operation.
President Choummaly Sayasone expressed a warm welcome and thanks to Senior General Than Shwe and his delegation, and highly valued the visit to Laos. The Lao President also hoped that the visit would contribute to further strengthening the traditional friendly relation and co-operation between Laos and Myanmar.
President Choummaly also expressed congratulations and highly valued the achievements gained by Myanmar people in the past one year, especially the progress in implementing the seven-step policy to create unity and the socio-economic development in Myanmar.
Senior General Than Shwe expressed congratulations and highly valued the achievements made by Lao people in the past few years, especially the achievements in implementing the resolution of the 8th Party Congress; the 6th five-year plan for social-economic development and the preparation for the seventh five-year plan for social-economic development from 2011-2015.
The sides expressed satisfaction over the bilateral friendly relations and fine co-operation, which sees a constant enhancement and continuous expansion, especially the implementation of agreements and decisions jointly signed by the leaders of the two countries; and the regular exchange visits of the leaders of the two countries. The sides have established the twin-city ties between Luang Prabang of Laos and Bagan of Myanmar; signed an agreement on visa exemption for normal passports, agreements on double taxation avoidance and avoidance of income tax between the two countries. The ministries and authorities at central and local levels of both countries have maintained special ties and signed a number of MoUs on co-operation.
These ministries and authorities include foreign affairs, national defence, security, agriculture and forestry, and the National Sports Committee….. The National Border committees of the two countries hold their regular meetings and discussion to address common issues.
At the meeting, the sides reached a consensus to further encourage the regular exchange visits of delegations at different levels; to implement the agreements and MoUs signed by the two sides; to encourage and promote the co-operation projects in the future which the ministries of foreign affairs of both countries will hold a meeting to discuss the details of co-operation in the framework of joint committees.
Also brought into discussion was the relation and co-operation at local level (province to province), which need to be strengthened to keep social order in border areas. The sides also agreed to promote trade fairs in border areas in order to promote the trade exchange and mutual visit of local people. The agreement also involves the encouragement of authorities concerned of both sides to coordinate and discuss the possibility of building a friendship bridge between Laos and Myanmar as well as the construction of the road link from Myanmar to Vietnam, and mutual support in the regional and international arenas.
During the visit, the Myanmar leader received courtesy calls on of Prime Minister Bouasone Bouphavanh and National Assembly President Thongsing Thammavong.
The Lao and Myanmar leaders witnessed the signing ceremony of an agreement on air transport co-operation and an MoU on information co-operation. In the evening of 1 October, President Choummaly Sayasone hosted a banquet for the SPDC Chairman Senior General Than Shwe, his wife and the visiting delegation at the Lao People’s Revolutionary Party Central Committee’s headquarters at Km-6.
On 2 October, Senior General Than Shwe and his delegation visited some historical, cultural and social-economic development sites in Savannakhet province where they were warmly welcomed by Mr. Vilayvanh Phomkhe, Governor of Savannakhet, local administration and people.
Senior General Than Shwe and delegation ended the state visit to Laos on 3 October and an official farewell ceremony for him was held at the President Palace “Horkham” by President Choummaly Sayasone.
