PUBLIC SERVICE MUST CONTINUOUSLY STRIVE TO INCREASE PRODUCTIVITY

KUALA LUMPUR, Nov 30 (Bernama) -- Public service must continuously strive to increase productivity of public sector employees to ensure success in the implementation of the government transformation programme, said Deputy Prime Minister Muhyiddin Yassin.

He said the New Economic Model recognised that public sector productivity had not improved much over the past few years.

"Improvement in the productivity of government employees is important because only through this improvement, can the government's output and service delivery be strengthened," he said in his keynote address at the 15th Civil Service Conference here Tuesday.

Also present were Chief Secretary to the Government, Mohd Sidek Hassan, Public Service Department director-general Abu Bakar Abdullah and Administrative and Diplomatic Service Association president Dr Mohd Nasir Mohd Ashraf.

Muhyiddin said public service should also re-engineer and improve
institutional structures, and simplify processes and procedures to enable active participation of the private sector and rakyat in policy development and implementation.

This will formally institutionalise power sharing and decision making in governments or institutions," he said.

The deputy prime minister said public service must also be responsive to the expectations of the people as they lived in the digital era and information overload which would expose them with inaccurate information.

"The public now can access information from all kinds of sources which sometimes, may be inaccurate.

"Thus, public service must be able to deal with the issues and problems brought up by the public, efficiently and professionally," he said.

However, in this process, the government cannot possibly provide all mechanisms for citizens. So, as goverment machinery, they should be open and receptive to all other initiatives.

"In this case, public service should promote and support a more conducive environment, both in urban and rural areas. It embodies the idea that citizens can help themselves by being active participants, rather than mere recipients of development programmes.

"Furthermore, development works better if the ideas come from bottom-up rather than top-down," he said.

Nonetheless, Muhyiddin said, the synergy in the public-private sector and rakyat required a balance of idealism and pragmatism, pooled resources and the willingness to compromise.

He added that in achieving this, the government must implement bold changes to re-orientate the institutional framework, and the way public-private sector and the rakyat interacted.

"It is now time for us to re-think and re-shape our institutional framework to become a better and more resilient model to ensure the continued sustainability of Malaysia's growth.

"A new governance framework for Malaysia is a must. The government will support greater collaboration between public sector, private sector and rakyat to enhance delivery of political, economic and social objectives, he said.
