Darfur Stakeholders Conference Kicks Off
Doha, May 27 (QNA) - The expanded conference of Darfur stakeholders opened here this evening at the Ritaz Carlton Hotel, in the presence of a large number of Darfurian civil society, Sudanese political actors, international partners and representatives from the Arab League, the Organization of Islamic Conference (OIC) and the African Union (AU).
Addressing the opening session of the conference, HE the Minister of State for Foreign Affairs Ahmed bin Abdullah Al Mahmoud conveyed the greetings and best wishes of HH the Emir Sheikh Hamad bin Khalifa Al Thani, who has been following very carefully the march of the peace process and the requirements of peace in Darfur and looks forward to seeing soon a lasting peace in Darfur, HE the Minister Al Mahmoud added
He welcome the participants in their second country, Qatar .. and expressed best wishes of success in the noble efforts aimed at restoring peace in Darfur. Then, HE the Minister of State for Foreign Affairs Ahmed bin Abdullah Al Mahmoud reviewed the stages of Darfur negotiations he had begun along with the UN-AU Joint Mediator Djibril Bassole through the Doha Forum, within the framework of the Arab -African Ministerial Committee authorized by the United Nations and the African Union to resolve the Darfur issue, raising the slogan that "War does not serve the interest of Sudan and that a negotiated solution remains to be the only option available for the settlement of the conflict. "
He pointed out that within the context of achieving this he and the Joint Mediator began efforts focusing first that the platform negotiating platform should be a comprehensive one that does not exclude anyone .. He said to this effect we had exerted all possible efforts and contacted all the brethren in the movements, without exception, some of them responded to the call, some promised and some have their own excuses, but contacts are still continuing. "
Secondly, HE al Mahmoud stressed the need for the contribution of all stakeholders in the peace process, including the displaced and refugees and all civil society and nomadic segments , as well as all political parties and government officials, each according to his ability and vision.
He further said to achieve that a number of conferences of civil society and displaced people and refugees were held in Doha to contribute and their visions about the desired peaceful solution and we've been working on these contributions, we have included them in the settlement proposals out of our conviction of their central role in the peace process.", HE Al Mahmoud added. HE the Minister of State for Foreign Affairs stressed that the division among brethren in the Darfur's movements had significantly hindered the speed of the movement toward a peaceful solution .. He said although we have succeeded in cooperation with our regional and international partners in uniting some of the movements but unfortunately still there are some complications that posing challenge facing us till today.
HE the Minister al Mahmoud went on to say that "We in the Mediation and after consultation with our regional and international partners see the need to prepare a comprehensive peace document to serve as a framework for resolving the Darfur issue."
The document is based on the outcomes of a series of negotiations and talks between the parties, as well as our consultations held in Doha and in Darfur and with other partners, HE the Minister of State for Foreign Affairs underlined
He said the document covers the core issues that address the roots of the conflict which have been included in seven chapters related to issues of human rights, fundamental freedoms, apportionment of power and the administrative status of Darfur, apportionment of wealth, reparations, the return of the displaced and refugees, justice and reconciliation, a permanent ceasefire, final arrangements for security, and implementation mechanisms and Darfur-Darfur Dialogue and Consultation.
