RF govt to discuss Q1 results, raise civil defence violation fines

MOSCOW, June 9 (Itar-Tass) -- Russia's government will have a
presidium meeting on Thursday to discuss fulfilment of the current year's
budget over the first quarter.
Besides, the ministers will discuss addendums, drafted by the
president, which would enable the Economic Development Ministry suspend
the laws affecting the business climate.
The Ministry of Economic Development will present changes to the law,
which are necessary to speed up the procedure of considering complaints
from individuals about violations during obtaining state services.
"The bill introduces responsibility for federal officials for
violation of the standards and regulations for state services and for
unreasonable refusal to satisfy a claim," the ministry said.
Russia's Deputy Prime Minister and Finance Minister Alexei Kudrin will
present financial results of the first quarter of the current year.
According to the ministry, Russia's GDP made 11,530 billion roubles having
grown by 4.5 percent against the previous year. The state revenues made
2,392.8 billion roubles, and expenses made 2,214.7 billion roubles. Thus
the budget surplus was 178.1 billion roubles.
Besides, as of April 1, 2011, the Reserve Fund made 748.5 billion
roubles and the National Welfare Fund was at 2,609.7 billion roubles.
The meeting's agenda includes a topic which is vitally important in
the fire hazardous period. Head of EMERCOM Sergei Shoigu will present
addendums to the Civil Code to toughen responsibility for violation of
norms and regulations to prevent and overcome emergency situations. For
example, fines for officials will grow from ten to 20 thousand roubles,
for organisations from 100 to 200 thousand roubles.
"This new responsibility will be effective for violations in civilian
defence," the minister added.
Minister of Education Andrei Fursenko will make a report on financing
of the Russian Language Programme for 2011-2015, and Minister of Transport
Igor Levitin will speak about new regulations in his authority.
Sergei Shmatko, Minister of Energy, will speak about ratification of
the agreement with China in the oil sphere on exploitation of the
underwater part of the Skovorodino-Mohe oil pipeline.
The presidium will ratify convention on privileges and immunity for
members of the MCTMA /Meeting for Cooperation and Trust Measures in Asia/.
It will present to the president for further signing an agreement on
cooperation in security in the Caspian region, and an agreement on basis
of relations between Russia and the Republic of El-Salvador. Russia's
foreign ministry said that "this first interstate agreement is of a
framework character and is aimed at development of long-term partnership
between the two countries in political, trade, economic, cultural and
other spheres."
