Seoul hosts 14th APR conference of supreme courts chairs

SEOUL, June 14 (Itar-Tass) - The 14th conference of the Asia-Pacific
Region's chairs of supreme courts is a very good, contructive and creative
form of professional cooperation, head of Russia's delegation, Chairman of
Russia's Supreme Court Vyacheslav Lebedev said on Tuesday.
Over 30 countries of the Asia-Pacific region participate in the event.
Lebedev presented a speech on coopearion with media and implementation
of programmes for transparency, openness and publicity of courts.
"In my speech I told about what we have done in Russia's courts of
general jurisdictions regarding implementation of electronic documents'
turnover and regarding everything that favours transparency; we have two
programmes, where one of them is the state automated system called the
Justice," Lebedev said.
The system unites 27 sub-systems in paperwork, statistics, records of
all cases, both criminal and civil, which are being considered by
magistrates, federal courts and by the Supreme Court.
"This conference does not suppose a competition, it demonstrates
interest to the new and positive the colleagues suggest and how to
implement it," he said. "In early 1990s, we thought that everything abroad
is better than what we have at home, and we took some concept elements and
brought them from one system into the other."
"Later on, it causes certain misbalance in law enforcement," he
continued. "The work should have a balanced system."
Russia's Supreme Court, he said, has vast international connections,
and the forum is a good opportunity to network with counterparts, to
exchange views, to see how they solve various problems.
