Azeri president hopes for early Karabakh settlement.

BAKU, June 24 (Itar-Tass) -- Azerbaijani President Ilkham Aliyev said
he was "rather optimistic" about the results of the three-party summit
talks on Nagorno-Karabakh settlement in Russia's Kazan on Friday adding
the mediation of President Dmitry Medvedev can help reach an agreement.
"Personal participation of Russian President Dmitry Medvedev allows
the parties to reach an agreement," he told Euronews TV channel on
Thursday.
"If the Armenian side displays a constructive approach and political
will to make an important step forward the conflict can be resolved pretty
soon," Aliyev said.
He said the talks are based on generally recognized norms of
territorial integrity and the right of peoples for self-determination.
"The principles do not exclude each other. They are both important and can
be accounted for in the peace treaty," he said.
Aliyev said he was ready to grant a broad autonomy to Nagorno-Karabakh
within Azerbaijan. "Our position has been clear for many years and I have
publicly stated many times that we are ready to guarantee the broadest
possible autonomy to residents of Nagorno-Karabakh and those who return to
Nagorno-Karabakh."
He cited the autonomous Italian province of Tyrol as an example and
said "the central authority pays much attention to autonomies and
financially supports them to ensure better living conditions for their
peoples. We can do the same. Azerbaijan possesses major financial
possibilities and it is no problem for us to launch major economic and
social development programs for Nagorno-Karabakh," Aliyev said.
